Housing rental rules for rural areas have been developed in the Nizhny Novgorod region.

      On August 28, 2026, at 16:00, the Ministry of Agriculture and Food Resources of the Nizhny Novgorod Region prepared a draft order that defines the procedure for the formation, approval, and modification of lists of participants in the program for the construction or acquisition of housing in rural areas for provision under a lease agreement. The document is currently undergoing anti-corruption expertise.

      The project concerns citizens of Russia residing in rural areas, in support settlements and adjacent zones (excluding those within the city of Nizhny Novgorod). They will need to submit an application for inclusion in the list to the local self-government body at their place of registration (or at their place of stay for those who wish to live permanently in rural areas). It is necessary to attach documents confirming the right to participate. An important condition for participation in the program is the presence of the employer's consent. Citizens working under an employment contract will not be able to receive support without confirmation from the enterprise.

      The authorities will check the correctness of the documentation, the completeness of the papers, and the accuracy of the information. After that, lists of participants for the next financial year and planning period will be formed and sent to the Ministry of Agriculture. Information about the funds from local budgets and employers attracted for these purposes will also be attached.

      Based on this data, the ministry will approve a consolidated list for the next financial year and form a consolidated list for the planning period. Local self-government bodies will have to notify citizens of the decision made.

      The draft specifically states that the lists are formed in chronological order—by the date of application submission. Housing that is built or acquired will be provided in the same order.

      Reasons for refusal to include in the list or exclusion from it will be an incomplete set of documents, non-compliance with established conditions, as well as inaccurate information in the submitted papers. In this case, the municipality is obliged to inform the applicant of the reasons for the refusal and return the documents no later than 30 calendar days from the date of application registration.

      If a citizen loses the right to receive housing under a lease agreement or if previously submitted information changes, they must notify the local self-government body in writing within five working days.

      It is expected that the order will come into force from the date of signing and will apply to legal relations that arose from January 1, 2026.
