"The People's Transport Standard" has been proposed to be scaled to other regions of Russia.

      On August 25, 2026, at 17:01, Society The passenger evaluation system for public transport "People's Transport Standard," which operates in the Nizhny Novgorod region, has been proposed for expansion to other regions of Russia. This initiative was presented at the "Cities of the Future" forum in Perm by Ilya Zotov, the winner of the "Leaders of Russia. Politics" competition and a member of the Russian Federation State Council Commission on "Effective Transport System."

      The proposal was made during the business session "New Transport." It was attended by Deputy Minister of Transport of the Russian Federation Alexey Shilo, heads of transport agencies from Perm Krai, the Chuvash Republic, and Kirov Oblast, business representatives, and industry experts. They discussed the modernization of public transport and infrastructure, the digitalization of the industry, and the development of intelligent transport systems.

      During the forum, Shilo announced that federal support measures for regions in the field of public transport are proposed to be linked to how passengers evaluate its performance. According to Zotov, a clear and systematic mechanism for collecting feedback is necessary to take residents' opinions into account when making management decisions. In his opinion, the "People's Transport Standard" can serve as such a tool.

      "The People's Transport Standard allows us to aggregate thousands of evaluations and appeals, see real priorities, and understand where resources should be directed first. We propose to expand the project throughout Russia so that residents of each region can assess the quality of trips, and their opinions are taken into account in management decisions and transport development planning," Zotov noted.

      The "People's Transport Standard" was launched in the Nizhny Novgorod region on July 1, 2026. QR codes were placed in public transport, allowing passengers to evaluate their trip in less than a minute. Personal data is not required for this. The information collected in real-time is sent to the regional Ministry of Transport and the Transport Systems Development Center.

      The system includes more than 20 criteria that were developed after analyzing tens of thousands of citizen appeals. Aggregating evaluations allows authorities to determine the scale of identified problems and distinguish systemic deficiencies from individual complaints. This data helps authorities identify issues that require immediate resolution and areas where resources should be effectively allocated.

      Additionally, passengers can freely submit suggestions for the development of the route network. These are analyzed using artificial intelligence and then systematized for relevant agencies. According to the project's authors, forming such analytics does not require additional budget expenditures.

      Zotov suggested that regions connect to the system and consider the evaluations received when preparing public transport development programs. In the future, scaling the project could lead to the creation of a nationwide system for assessing the quality of transport services, as well as a public rating of cities and types of transport.
