The "United Russia" congress adopted the People's Program - with it, the party will go to the elections.
"United Russia" held the second stage of the XXIII Congress in Moscow. Three thousand delegates from across the country participated in its work: Heroes of the special military operation, deputies of various levels, senators, regional heads, and experts. The upcoming elections will confirm the stability of the state, the maturity of the country's political system, its ability to withstand any external threats, and will express the collective will of millions of people, their desire to ensure the sovereignty and security of Russia, said President Vladimir Putin, opening the plenary session. The President emphasized that "United Russia" never makes unachievable promises, which is why it has become the leading political force that consolidates society and makes a significant contribution to the national agenda. He noted that the People's Program is the result of extensive and meticulous work.
"It has been prepared in dialogue with people based on their initiatives and proposals. Its key criteria are: objectivity, realism, honesty, which means that 'United Russia' is responsible for every line, every word in its program, for the practical achievement of the set goals," said Vladimir Putin.
According to him, today the country faces many challenges, and only that political force which is always with its people and has gone through the most difficult trials together with them can protect the interests of the country and its people, lead them, and be a leader, proving its independence through real deeds.
"The duty of the party, the duty of 'United Russia' is to do everything for Victory. Among your candidates are many veterans of the special military operation, I see them in the hall. Our Heroes fought honorably for Russia and, I am sure, will work honorably in the parliament of the country. They have invaluable experience, a deep understanding of the problems faced by frontline soldiers and their families. I am convinced they will direct all their efforts to solve all these tasks," he noted.
According to the President, the People's Program provides systematic answers to the requests of society.
"I expect that the party will make a significant contribution to achieving national development goals, the goals of a sovereign country that determines its future by itself, only by itself." "United Russia" takes on obligations on all issues that are important to people: support for families with children, building a strong economy and technological leadership, protecting the values, traditions, historical memory of our people, its cultural identity, harmonious development of all Russian regions, achieving a high quality of life in large and small cities, and in rural areas," emphasized the President.
He stressed that "United Russia" traditionally forms its program as a living, constantly updated document, achieving the stated goals, responding to people's wishes, and setting the next, even more ambitious tasks. New opportunities must strengthen the sovereignty, security of Russia, its positions in the world, must serve the people, work for the well-being and prosperity of Russian families, added the President.
"To hear and respect every opinion, to be honest with people, to always meet them halfway, to try to help — this is precisely our work, a matter of honor and the foundation of the reputation of politicians and all those who are vested with power. And 'United Russia' is part of the country's large management team, its calling, the calling of the party is to serve the people and the Fatherland," pointed out Vladimir Putin.

Dmitry Medvedev thanked the President for the high assessment of the work done by "United Russia" and its support, noting that this is a powerful incentive for everyone to act with full dedication. According to him, the People's Program of "United Russia," with which the party will go to the elections to the State Duma, contains the most detailed and systematic answers to the requests of society and has become the result of painstaking work.
"Our electoral document is a symbol of unity, for which our party was created a quarter of a century ago in the interests of all the people of Russia. At that time, the unity of goals and values allowed us to preserve the country and overcome the difficult legacy of the 1990s. And today — thanks to this unity — we confidently cope with colossal external pressure and move towards victory in the special military operation," he said.
Dmitry Medvedev particularly emphasized that "United Russia" has done a lot to support participants and veterans of the special military operation, as well as their family members.
"However, we cannot stop here. We will continue to do everything necessary to solve the tasks of the special military operation, to support our fighters and veterans," he assured.
Almost 3.5 million proposals from citizens were received for the electoral document, he reported. The structure of the People's Program of "United Russia" includes seven challenges facing the country: demographics, personnel, regional development, economy, technology, preservation of the value and cultural uniqueness of Russia, and national security. In particular, "United Russia" will continue its work to support the institution of family and increase birth rates.
"For this, we propose to increase the number of modern women's consultations and pregnancy planning centers more than threefold, including in small and remote settlements," he said.
A large-scale program for the capital renovation of kindergartens is planned to be implemented — similar to the successful school renovation program, and where there are still problems with places, new institutions will be built. This section also presents social obligations and guarantees from the state, which are intended to ensure the prosperity of Russian families. One of the main tasks of the People's Program is to ensure an increase in the minimum wage and integrate veterans of the special military operation into peaceful life. The corresponding block concerns measures to increase labor productivity, prepare new personnel, primarily in high-tech industries, enhance the attractiveness of working professions for youth, and improve the job search system.
"This section includes provisions for supporting teachers and modernizing the higher education system. In particular, we set the task of ensuring the renovation of 800 outdated student dormitories and student campuses," he noted.
"I would like to remind you that the President set the task of increasing the average salary. We have done a lot in this direction — even in the most challenging conditions. In the new People's Program, one of the main tasks of the 'Dignified Work' block is to ensure an increase in the minimum wage to 35,000 rubles in the medium term," explained Dmitry Medvedev.
The People's Program is also aimed at solving the problem of uneven regional development — this section of the document has become the leader in the number of proposals from citizens, he noted.
"We set the task of assisting in improving housing conditions for more than three million Russian families per year. The party will continue to implement the social gasification program, which is also a very important program, an initiative of the party supported by the President," — together with the Government, regions, and "Gazprom," he said.
Among the priorities are the development of the economy, industry, and agriculture, reported the party chairman. The corresponding block groups initiatives to ensure food security and pricing, stimulate entrepreneurial activity and international trade, improve logistics, and also provides measures to achieve scientific and technological leadership, including the development of domestic aviation, energy, and machine tool construction. Dmitry Medvedev emphasized that for the first time in the party's program document, a priority entirely dedicated to technology has appeared — this area is overseen by the Council for Innovative and Technological Development. In particular, it concerns plans in the field of automation and robotization of production and other processes, the development of artificial intelligence, and autonomous transport systems. Dmitry Medvedev also emphasized that "United Russia" will not allow the destruction of the country's value foundations, paying great attention to educational work with youth. This section of the People's Program includes measures to preserve historical memory and create access to the treasures of domestic culture.
"Among them is the systematic expansion of a number of programs, such as the 'Pushkin Card' and other projects that create conditions for the development and education of youth, and indeed everyone who wishes for this. A separate task has been set to strengthen in public consciousness the image of new Heroes of Russia — participants of the special military operation, outstanding figures in culture and science, education, veterans, and Labor Heroes. All those whom our youth can look up to," he said.
The People's Program is the response of "United Russia" to all attempts to threaten the security of Russia and its citizens both inside and outside the country. The seventh priority of the document is called "Our Victory," Dmitry Medvedev reported. According to him, the content of the block can be divided into three main components: issues of armament and support for the domestic defense industry, the development and strengthening of the Russian world, as well as assistance in forming a just and sustainable world order based on mutual respect and consideration of the national interests of all states in the world. In conclusion, the Chairman of "United Russia" noted that the party takes on serious obligations for which it will be held accountable to the people, to the country, and to the President. He expressed confidence that the provisions of the People's Program will resonate with voters.
