Lulin noted the growing interest of Belarusian partners in cooperation with Nizhny Novgorod enterprises.

On August 27, 2026, at the meeting of the Legislative Assembly of the Nizhny Novgorod Region, deputies adopted a law approving the Agreement between the government of the Nizhny Novgorod Region and the Mogilev Regional Executive Committee of the Republic of Belarus on cooperation in trade and economic, scientific and technical, cultural and humanitarian, and social spheres. The Chairman of the Legislative Assembly, Evgeny Lyulin, emphasized that Belarus and the regions of the fraternal republic are priority partners for the Nizhny Novgorod Region.

The subject of the Agreement is the expansion and strengthening of bilateral ties across a wide range of areas: industry and entrepreneurship, agriculture, construction, housing and communal services, investment and innovation activities, ecology, education and science, culture and art, tourism, sports, and youth policy.

"The approval of the agreement with the Mogilev Region is a logical continuation of our systematic work on the development of international and interregional cooperation. The document covers almost all spheres of life—from the economy to culture, which creates a solid foundation for long-term partnership. We see a growing interest from Belarusian partners in cooperation with Nizhny Novgorod enterprises. This agreement will open new opportunities for joint projects. After the approval of the Agreement under consideration, it will be possible to state that similar agreements have been concluded with all regions of the Republic of Belarus," emphasized the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.

"The Nizhny Novgorod Region cooperates with Belarusian partners on a wide range of issues. One of the promising areas is cooperation in the housing and communal services sector. The products of the Mogilev plant 'MogilevLiftMash' are already pleasing the residents of the region today, and considering the large-scale modernization program for the elevator industry in the Nizhny Novgorod Region, this opens up good prospects. Quality and reliable equipment from Belarusian manufacturers is in demand for replacing outdated elevators in apartment buildings," said Igor Norenkov, Chairman of the Legislative Assembly Committee on Economics, Industry, Entrepreneurship Support, Trade, and Tourism.

"Our partnership with the Mogilev Region is developing not only in the spheres of industry, construction, and agriculture. We are successfully implementing sports, educational, and cultural projects. Inter-municipal cooperation is developing. Currently, there are 7 contractual documents in effect with 4 cities and districts of the Mogilev Region. In addition, we have developed a Program for the Development of Inter-Municipal Cooperation with the Republic of Belarus for 2026-2028, which includes 450 events—these are conferences, exhibitions, performances by creative groups, music competitions, investment, tourism, and scientific and educational projects, and much more. About 40 events are being implemented with municipalities in the Mogilev Region. I am confident that the approved agreement will strengthen the existing cooperation," said Olga Guseva, Minister of International and Interregional Relations of the Nizhny Novgorod Region.
