      As of July 2026, the total fertility rate in the Nizhny Novgorod region was 1.358, compared to 1.357 in June. According to the regional Ministry of Social Development and Family Policy, this indicator has remained above the national average for the second consecutive month. In July, the national fertility rate in Russia decreased from 1.352 to 1.344, and in the Volga Federal District, it fell from 1.295 to 1.292. The gap between the Nizhny Novgorod region and the national average increased from 0.005 to 0.014 points, with an advantage over the Volga Federal District of 0.066 points. The ministry reminded that the total fertility rate is the average number of children born to a woman over her reproductive lifetime. The Federal State Statistics Service (Rosstat) is responsible for calculating this statistic across all regions of the country. The regional authorities attribute the growth in this indicator to the implementation of the "OSNOVA - Nizhny Novgorod Life Project," initiated by the governor of the Nizhny Novgorod region, Gleb Nikitin. The program is being implemented by the regional government with the participation of the Autonomous Non-Profit Organization "Institute of Demographic Development" and is part of the regional Family Five-Year Plan for 2025–2030, aligning with the goals of the national project "Family." As Gleb Nikitin noted, the increase in the regional fertility rate reflects families' trust in the existing support system. According to him, the authorities' task is to continuously adjust support measures and remove barriers to access them. Since July 2025, families in Nizhny Novgorod have been receiving up to 1 million rubles for the birth or adoption of each child, taking into account the federal maternity capital and the Parent Basic Income "Osnova." Parents can also apply for a "Gift for Newborns" from the governor in the form of an electronic certificate worth 20,000 rubles for purchasing children's products from local manufacturers on one of the marketplaces. Additionally, expectant parents and families with children can take advantage of free consultations with specialized experts, including psychologists, lawyers, and social work specialists, by contacting the hotline or the chat-bot Sakhvani.rf. The Autonomous Non-Profit Organization "Institute of Demographic Development" also offers residents of the region digital services, including a Social Support Measures Calculator, the mini-application "Wow, Parents!" and a Family Navigator.       The national project "Family" includes measures to expand support for families, create conditions for active longevity of the older generation, and ensure quality and accessible medical care. National projects are being implemented in the country at the direction of the President of Russia, Vladimir Putin.
