The protection zones were established near the house on Malaya Pokrovskaya, where the Kuznetsov treasure was found.

      On August 10, 2026, at 15:22, the Government of the Nizhny Novgorod Region established protection zones for a cultural heritage site of regional significance - "The building where the Nizhny Novgorod provincial extraordinary commission for combating counter-revolution and sabotage was located from 1918 to 1922" at 3 Malaya Pokrovskaya Street.       This refers to the former mansion of the merchant family Kuznetsov. During renovation and restoration work in 2025, a treasure was discovered in the building - 25 gold ornaments inlaid with high-class gemstones. After the revolution, the mansion was requisitioned and transferred to the provincial extraordinary commission, and later to the military medical service of the KGB management in the Gorky region. Today, it houses the military medical service of the FSB of Russia in the Nizhny Novgorod region.

      Two zones of regulation for construction and economic activities have been approved. A number of restrictions apply in these zones. In particular, the use of construction technologies that could damage the cultural heritage site is prohibited, as well as the placement of explosive and fire hazardous objects, and construction and reconstruction that disrupt the historical and urban environment.

      The placement of linear objects above ground on facades facing the red lines of the streets is also prohibited, as is the installation of structures that distort the historical appearance of the area, as well as cellular base stations and antenna-mast structures if they interfere with the visual perception of the site. An exception has been made for the repair and modernization of existing equipment without changing its parameters. The placement of advertisements and signs is also limited.

      The document also establishes maximum construction parameters. In one of the zones, the height of buildings must not exceed 9 meters to the ridge of the roof, and in the other - 17.5 meters. Requirements for architectural appearance are provided: the use of pitched roofs, neutral color solutions, and traditional materials - brick, stone, metal, plaster, wood. Fragmentary finishing of facades and the placement of engineering equipment on facades and pitched roofs facing public spaces are prohibited, except for security systems.

      For facade lighting, it is prescribed to use directional light fixtures for accent lighting.
