Access control for the "VOLGA Arena" parking lot is estimated at 65.5 million rubles.

      On August 11, 2026, at 12:55, Sports LLC "Ice Palace" announced an auction for the creation of an automated traffic management system and anti-terrorism protection for the "VOLGA Arena" parking lot. This was reported on the state procurement portal.

      The initial price of the contract is 65.5 million rubles. The contractor must complete all work—from equipment supply to commissioning—within 60 working days from the date of the contract signing. The total contract execution period is until December 1, 2026.

      The technical specifications include the supply of four equipment complexes. They will consist of automatic barriers at least three meters long, license plate recognition cameras, and equipment for automatic inspection of vehicle undercarriages. Anti-ram devices, control servers, and a climate cabinet are also included.

      The complex will provide access control through the recognition of state registration plates (GRZ), as well as using magnetic cards, RFID tags, BSK, and QR codes.

      The equipment must operate around the clock and be adapted to the weather conditions of Nizhny Novgorod. The system must function in autonomous mode in case of loss of connection with the server. In the event of a fire or terrorist threat, the "Evacuation" algorithm must activate, which will automatically open all barriers for exit.

      The contractor is required to independently integrate the complex with the regional video surveillance system "Safe City" and the ticketing and access control system of the ice arena. The software must be Russian and included in the Unified Register of the Ministry of Digital Development of the Russian Federation. The warranty period for the equipment will be at least 12 months from the moment the system is put into operation.
