Evgeny Lyulin reported on the new procedure for calculating compensation for housing during the KRT.

      On August 6, 2026, 13:29 Society Nizhny Novgorod residents will now have the size of compensation for housing taken under the framework of comprehensive development of territories (KRT) calculated differently. The chairman of the regional Legislative Assembly, Evgeny Lyulin, announced the adoption of a federal law that changes the calculation procedure in his Max channel. According to him, previously, the cost of housing in buildings subject to comprehensive development of territories was determined at the time the decision on KRT was made—long before the actual purchase of the apartment.

      “For several years, while the project was unfolding, housing became more expensive, and the owner suffered significantly,” he emphasized.

      Now, however, the cost of housing will be determined no earlier than 60 days before the project contract is sent to the owner. This will allow the compensation amount to be closer to the market value. Evgeny Lyulin emphasized that the adoption of the law is a vivid example of how regions influence the federal legislative agenda. He reminded that in June he spoke about this injustice in his report at the plenary session of the Council of Legislators of the Volga Federal District at the Nizhny Novgorod Fair and received support from colleagues. The final resolution recommended that the State Duma expedite the adoption of the corresponding bill.

      It should be noted that on August 4, Vladimir Putin signed a law excluding the purchase of housing at a reduced price when it is taken under the framework of KRT. Earlier, a law was adopted in the Nizhny Novgorod region clarifying the procedure for providing housing to needy citizens during the comprehensive development of residential construction territories.
