The "GosStart" Center has completed the educational program "Key Competencies in Working with Personnel."
On July 31, 2026, at 11:45, Society From July 28 to 30, 2026, an educational program for personnel department specialists titled "Key Competencies in Working with Personnel" took place at the training center for state and municipal employees "GosStart" in Nizhny Novgorod. The organizer was the "GosStart" center, a project from Rosmolodyozh. The program participants included 120 representatives from personnel divisions of federal executive authorities, regional administrations, and local self-government bodies from various regions of the country.
The program, implemented in a mixed format from June to July 2026, aimed to develop professional competencies in personnel management and enhance the effectiveness of personnel services in state and municipal service. During the three-day in-person module, participants underwent intensive training, which included master classes, workshops, group work, and strategic sessions. Special attention was given to employee adaptation, conducting interviews, building a strong HR brand, corporate culture, as well as modern digital tools—applying neural networks in personnel processes and digital security.
Senator of the Russian Federation Olga Shchetinina noted: "A competent personnel policy is the foundation of the effective operation of the entire system of state and municipal management. The program 'Key Competencies in Working with Personnel' allows HR specialists not only to master advanced methodologies but also to develop unified approaches to attracting and retaining young personnel in service. Such initiatives directly contribute to strengthening the personnel sovereignty of our country. I am confident that the project solutions created by the participants will find practical application in the regions and become the basis for new standards of personnel work." Also, with a welcoming speech, the Minister of Demography and Human Capital Development of the Nizhny Novgorod Region Igor Pantyukhin and the Vice-Rector of KUPNO, Head of the Year-Round Youth Educational Center "KUPNO.START" Maria Samodelkina addressed the participants.
As part of the program, educational blocks were organized for participants on personnel adaptation, conducting interviews, building an HR brand, and corporate culture. Master classes on digital security and practical applications of neural networks in state and municipal service personnel processes were held. In addition, participants joined the volunteer action "Dobroslushayushchiy," where they made dry rations for soldiers of the SVO, and also participated in the quiz "GosStart," aimed at increasing knowledge in the field of state and municipal management, enhancing engagement in the profession, and fostering a sense of belonging to the history of the Fatherland through interactive tasks.
"For me, as a specialist who interacts with the youth audience every day, it was important not just to gain new knowledge but to see the system from the outside. I reflected on which of our strengths truly attract young people and which need to be strengthened. I would also like to note that the program helped me systematize the theoretical base—this is the foundation without which even the richest experience can fail," shared event participant Margarita Nizamova.
The culmination of the three-day training was the defense of group projects developed by participants on key areas of personnel work. Teams presented ready-made solutions aimed at improving the processes of recruitment, adaptation, and development of personnel, as well as strengthening the personnel potential of state and municipal bodies. During the project work, participants actively used the knowledge and digital tools they acquired, allowing them to create practice-oriented initiatives ready for implementation in their departments.
"For me, participating in this program is not just about professional development but an opportunity to gain new knowledge, look at my work in a new way, and meet colleagues from my and related fields. We not only listened to lectures from leading experts but also practiced tools that can be immediately implemented in work—this includes the use of artificial intelligence, digital security when working with it, and modern approaches to building an HR brand. These topics turned out to be new, fresh, and incredibly relevant for me," noted program participant Kristina Artamonova.
Upon completion of the training, all participants who successfully passed the distance modules and final certification received certificates of professional development of the established sample. The solemn ceremony of awarding took place with the participation of State Duma Deputy of the Federal Assembly of the Russian Federation, Deputy Chairman of the State Duma Committee on Energy Yuri Stankevich, Minister of Personnel Policy of the Nizhny Novgorod Region Roman Markov, and Vice-Rector of KUPNO, Head of the Year-Round Youth Educational Center "KUPNO.START" Maria Samodelkina.
