Fines for abandoned electric scooters have been proposed to be introduced in Nizhny Novgorod.
On July 17, 2026, at 17:10 Society In Nizhny Novgorod, fines may be introduced for electric scooters left outside designated areas. The corresponding amendments to the Code of Administrative Offenses of the Nizhny Novgorod region have been prepared by the city administration and the regional State Housing Inspection. The draft document has been submitted for public discussion. The amendments also provide for an expansion of the list of objects that are prohibited from being placed on lawns, children's and sports grounds. Among other things, it is proposed to include personal mobility devices and trailers in this list. Changes are planned to be made to Article 3.8 of the regional Administrative Offenses Code. For violations, fines are proposed for individuals ranging from 4,000 to 5,000 rubles, for officials from 10,000 to 20,000 rubles, and for legal entities from 60,000 to 100,000 rubles. When developing the initiative, the authorities were guided by similar norms in the Sverdlovsk region and Tatarstan. Currently, administrative liability in the form of a fine is provided for violations of traffic rules by personal mobility device users. For example, driving an electric scooter while intoxicated carries a fine of up to 1,500 rubles.
