      The Arbitration Court of the Nizhny Novgorod Region did not satisfy the claim of the St. Petersburg company LLC SK "Orion Plus", which requested an extension of the contract for the construction of a road from Vyyezdnoye to the Arzamas-1 station. The deadline for completion was set for March 2026. This was reported by "Kommersant".

      The contractor referred to delays in obtaining construction permits, project adjustments, and the discovery of unaccounted engineering networks. However, the court denied the request, stating that the deadlines had already been extended previously and that it was not possible to force the customer to change the terms of the contract through the court. The contract worth 2.6 billion rubles was signed in October 2022 with the regional GUAD. Initially, the completion of the 5.2 km road as part of the "Arzamas - Diveyevo - Sarov" project was planned for January 2025, but in December 2023, the deadline was shifted to March 2026. The work was delayed due to the discovery of intersections of gas, water, and railway communications in the area, as well as the need to rearrange the networks of "Gazprom Gas Distribution Nizhny Novgorod" and "Rosseti". Additional difficulties arose due to unaccounted volumes of work on strengthening the embankment over a length of 1.7 km and the requirements of RZD for the installation of a monitoring system during the construction of the overpass. In addition, the contractor pointed to delays in the issuance of a construction permit by the Arzamas administration.

      Since 2023, the company has notified the customer of problems and suspended work. By the time the claim was filed in May 2025, the unworked advance amounted to 526.9 million rubles with a total amount of received funds exceeding 2 billion rubles. According to the contract, work worth 1.6 billion rubles has been completed to date, with actual payments of about 2 billion rubles. The contractor stated that it could not return the advance and complete the work without undergoing an examination of the updated project, which currently does not account for additional work. The court acknowledged that the delays were not the fault of the contractor, but deemed the arguments insufficient to change the terms of the contract. The decision stated that the legislation does not allow for the protection of the contractor's interests by forcing the customer to adjust the contract.

      

      

       The construction of the road continues outside the framework of the existing contract. The head of Arzamas, Alexander Shchelokov, reported that the project is expected to be completed in winter, aiming for December. According to him, after the proceedings, penalties may be imposed on the contractor for failing to meet deadlines.
