Public activists discussed the organization of monitoring electoral rights in the upcoming elections.
On July 10, 2026, at 12:08, Society Representatives of the Public Chamber of the Nizhny Novgorod Region discussed with the heads of municipal public chambers in the region the interaction for organizing monitoring during the upcoming elections and the preparation of observers for this task. Alexander Brod, a member of the Public Council under the President of the Russian Federation for the development of civil society and human rights, and the head of the Association "Independent Public Monitoring (NOM)", reminded that the electoral system in Russia is constantly improving, becoming more open and accessible. According to Alexander Brod, special attention should be paid to public monitoring during elections, as it prevents ballot stuffing, illegal campaigning, and attempts to sow chaos among voters. "All stages of the electoral process must strictly comply with Russian legislation. We stand guard over the law, and any violations or attempts to disrupt the voting process must receive an immediate response from us," noted Alexander Brod. The upcoming elections were named the main electoral event until 2030 by a member of the Public Chamber of the Russian Federation, NOM expert, and project manager at the Expert Institute for Social Research, Vladimir Shapovalov. About 113 million voters in Russia and abroad will participate in them. The expert emphasized the importance of ensuring the security of the ongoing campaign and protecting the elections from external threats. Konstantin Kargin, chairman of the commission on legality and protection of citizens' rights of the regional Public Chamber, spoke about the three-tier nature of the upcoming elections in the Nizhny Novgorod region. In addition to the elections of deputies of the State Duma of the Russian Federation and the Legislative Assembly of the Nizhny Novgorod Region, campaigns will be held for the election of deputies of the Council of Deputies of the city of Vyksa and the municipal district of Semyonovsky. Additionally, there will be by-elections to representative bodies in the Bor, Balakhna, Vad, and Vorotynsky districts. According to Konstantin Kargin, in recent years, a pool of public observers has been formed in the region, who have previously undergone training and confirmed their knowledge and skills in practice. They will primarily be directed to work during the voting process at all precinct election commissions in the upcoming elections. Before that, the observers will undergo additional training. The meeting also discussed the expert-analytical report of the Association "Independent Public Monitoring" on the topic: "The Electoral System of Russia on the Eve of the Elections of Deputies of the State Duma of the IX Convocation: Responses to Challenges."
