The Nizhny Novgorod government will review the standards for the cost of housing and communal services.

      July 8, 2026 08:00 Economy The Ministry of Economic Development and Investments of the region has prepared a draft government resolution to approve the standards for the cost of housing and communal services per square meter of total housing area per month in the region for the years 2027-2029. Currently, the draft is undergoing independent anti-corruption expertise and public discussion. According to the draft, in 2027 the standard will be 252 rubles per square meter per month, in 2028 - 269.9 rubles, and in 2029 - 286.3 rubles per square meter. The document notes that this indicator is necessary for forming the regional budget for 2027 and the planned period of 2028-2029. The standard is used, in particular, for calculating government subsidies for housing and communal services payments. It allows determining the amount of financial support if the actual expenses of a family on housing and communal services exceed the established maximum allowable share of total income in the region. The approval of standards is necessary for calculating the volume of budget funds allocated for the payment of targeted subsidies. The draft also provides for the recognition of the government resolution of the region dated August 18, 2025, No. 555, as invalid from January 1, 2027. This document approved the standards for 2026-2028: 231.8 rubles for 2026, 250.1 rubles for 2027, and 264.9 rubles for 2028. Earlier, the regional government approved the standards for the cost of housing and communal services for calculating subsidies for housing and communal services payments in the third quarter of 2026.
