July 8, 2026 10:48 Incidents The director of the municipal enterprise "Communal Service" of the Krasnooktyabrsky district has been disqualified for six months for repeated failure to comply with the orders of Rosprirodnadzor. The corresponding decision was made by the magistrate based on the materials of the inspection by the interregional department of the agency. The enterprise operates sewage treatment facilities in the village of Urazovka, reconstructed as part of the federal project "Health Improvement of the Volga." After the completion of the work, inspectors identified 17 violations of environmental legislation at the site. In particular, the discharge of wastewater into the Dry Par stream was recorded, exceeding the maximum allowable concentrations for a number of pollutants. As a result of the inspection, both the legal entity and the director of the enterprise were held administratively liable. The supervisory authority issued an order for the mandatory elimination of all identified violations. However, a subsequent inspection showed that the requirements were not met within the established time frame and in full. Due to systematic non-compliance with the orders, inspectors drew up a protocol against the official under part 39 of Article 19.5 of the Administrative Offenses Code of the Russian Federation for repeated failure to comply with the lawful requirement of the supervisory authority. The sanction of the article provides for a fine for officials ranging from 70,000 to 100,000 rubles or disqualification for up to three years. The court, having studied the case materials, found the director's guilt proven and imposed an administrative penalty in the form of disqualification for six months. Rosprirodnadzor notes that disqualification is an exceptional measure of influence on the official and is applied in cases where other means to compel compliance with the law do not yield results.
