      July 3, 2026 15:00 Society In the Nizhny Novgorod region, changes are being prepared to the regional norms of urban planning. The draft resolution was developed by the regional ministry of urban planning and agglomeration development. The document is undergoing a regulatory impact assessment procedure and proposes a comprehensive update of the existing norms, approved back in 2015. The reason for the revision is the inconsistency of the current version with the methodological recommendations of the Ministry of Economic Development of Russia, approved in 2021. In addition, the existing norms reference legal acts that have already lost their validity. The changes will also address practical issues faced by designers. In particular, it is planned to clarify the housing provision norms per person depending on the class and type of housing—apartments or individual houses. This indicator is the basis for calculating the need for schools, kindergartens, clinics, and other social infrastructure facilities when developing new territories. The document proposes to establish the following norms: for apartment buildings being constructed for state and municipal needs (including for resettling emergency housing and providing housing under social rental agreements)—25 sq. m per person; for Standard class houses—30 sq. m; Comfort—40 sq. m; Business—45 sq. m; Premium—50 sq. m. For block and individual residential construction, the norm will be 40 sq. m per person. At the same time, the chosen indicator must be justified in the territory planning documentation, the master plan of the KRT, and the project documentation. They also want to expand the methods of greening areas so that the construction is more diverse and meets the norms. Another innovation is the possibility of placing the sports core of educational institutions on the operated roof. This is especially relevant for the construction and reconstruction of facilities in densely built-up areas. The project establishes the calculated indicators of minimum provision of residents with regional and local significance facilities, including fire depots, and also sets maximum indicators of their territorial accessibility. The document is classified as having a high degree of regulatory impact. At the same time, no additional costs for developers and design organizations are expected. Coordination with the regional Ministry of Finance is not required. Earlier, the region approved the norm for providing housing for citizens living under social rental agreements in houses included within the boundaries of the KRT during their resettlement.
