At the meeting of the District Council, measures of social support for participants of the Special Military Operation were discussed.
On July 3, 2026, at 16:26, Politics: On July 3, 2026, in Penza, the authorized representative of the President of the Russian Federation in the Volga Federal District, Igor Komarov, held a meeting of the District Council dedicated to improving approaches to the socialization and support of participants in the special military operation and their family members in the regions of the Volga Federal District.
Members of the Council participated in the event, including deputies of the authorized representative of the President of the Russian Federation in the Volga Federal District and heads of the regions of the district, representatives of the Federal Assembly of the Russian Federation, and district structures of federal authorities. Among the invited participants and experts were Vladislav Bochkow, a referent of the Presidential Administration of the Russian Federation for public projects, Sergey Usmanov, deputy chairman of the State Fund for the Support of Participants in the Special Military Operation "Defenders of the Fatherland," Dmitry Platygin, deputy minister of labor and social development of the Russian Federation, Evgeny Kamkin, deputy minister of health of the Russian Federation, and Svetlana Shport, general director of the Federal State Budgetary Institution "National Medical Research Center for Psychiatry and Narcology named after V.P. Serbsky" of the Ministry of Health of Russia.
Opening the meeting, Igor Komarov emphasized that a wide range of support measures for participants of the special military operation and their families is being implemented in the regions of the Volga Federal District. According to him, the adaptation of veterans to civilian life should occur with the active involvement of close relatives: "The leadership of the country attaches paramount importance to the issues of socialization and support for combat veterans. President of Russia Vladimir Putin notes that the most important task, duty, and responsibility of the state and our entire society is to support the participants and veterans of the special operation, as well as their family members. The experience we have studied shows that the greatest progress in the 'seamless' return to civilian life for a combat participant is achieved through their children, spouse, and parents."
Interdepartmental commissions and regional branches of the State Fund "Defenders of the Fatherland" are also involved in the work on the social adaptation of military personnel in the regions of the district. Since May of this year, seminars for employees of municipalities, military enlistment offices, medical and social institutions, multifunctional centers, and public organizations on working with combat veterans and their relatives have started in the Volga Federal District. More than 2,000 people from all 14 regions of the district will undergo training and interaction with experts from the "Knowledge" society.
Igor Komarov assessed the work organized in the district in this direction, taking into account the tasks set by the Head of State, Vladimir Putin. One of the significant results has been the integration of veterans of the special operation into public and political life. The tools for this work include personnel programs and the involvement of special operation participants in electoral campaigns.
"In the district, more than 600 veterans of the special operation have become finalists in regional educational programs. The first wave of training in most regions is nearing completion. About 400 participants of the special military operation have been elected as deputies of regional legislative bodies and representative bodies of local self-government," emphasized the plenipotentiary Igor Komarov.
According to him, the level of official employment of veterans in the Volga Federal District today is almost 70%, and more than 6,000 people are members of the Association of Veterans of the Special Military Operation in the district.
During the meeting, participants analyzed practices for providing support measures to military personnel of the special military operation and their family members. Regional leaders reported on the results and prospects of their work.
Governor of the Penza Region Oleg Melichenko spoke about the preparation of the state and municipal management system for interaction with participants of the special military operation: a system of interdepartmental interaction has been created in the region, and digital services are being developed to make assistance more targeted.
Head of the Republic of Mordovia Artem Zdunov reported on a three-stage system of medical rehabilitation for participants of the special operation using modern technologies, increasing the availability of sanatorium-resort treatment and rehabilitation programs in the centers of the Social Fund of Russia.
Effective practices in training, employment, and involving veterans of the special military operation in public and political activities were shared by the head of the Chuvash Republic Oleg Nikolaev and the governor of the Samara region Vyacheslav Fedorishchev. Thus, in Chuvashia, a multi-channel training system has been created, including employment service programs, social contracts, including the project "Step into Civil Life," programs "SVOi in Business" and "Time for SVOi."
Summarizing the meeting, the authorized representative of the President of Russia in the Volga Federal District Igor Komarov noted that the main task of the District Council is to develop and implement solutions aimed at improving the system of support for participants of the special military operation and their families, as well as returning veterans of the special operation to civilian life. He emphasized that the proposals of the Council will be reflected in the protocol on the topic under consideration and sent to federal and regional authorities for practical implementation.
