The former head of "Teploenergo," Ilya Khalturin, has been released from custody.

      On June 30, 2026, at 16:23, Incidents The Nizhny Novgorod Regional Court changed the measure of restraint for the former general director of JSC "Teploenergo" (now JSC "Unified Utility Operator") Ilya Khalturin. This was reported to NIA "Nizhny Novgorod" by the court's press service.

      By the appellate ruling dated June 30, Khalturin was assigned a measure of restraint in the form of a ban on certain actions. After that, he was released from custody.

      Earlier, on June 23, the Nizhny Novgorod District Court extended his detention until September 28.

      Recall that Khalturin was detained in July 2024 on suspicion of exceeding official powers. In the summer of 2025, he was released from the pre-trial detention center due to the expiration of the maximum detention period, but was immediately detained again afterward.

      Initially, the case involved three episodes, later another one was added. In this regard, the examination of the materials essentially started anew.

      According to the investigation, while heading "Teploenergo," Khalturin influenced the distribution of contracts among contracting organizations and made decisions in favor of acquaintances.

      One of the episodes concerns the reconstruction of the Nagornaya thermal power plant. The investigation believes that the designer was changed from LLC ASB "Parsec" to LLC "TGV-Design," despite the disruption of work deadlines.

      The case materials also mention contracts for the relocation of heating networks on Gagarin Avenue and Kulibin Street. According to the prosecution, the contractor chosen was LLC "Construction Technologies," although the company had tax debts and violations of deadlines. However, no penalties were applied to it.

      In December 2025, Khalturin stated in court that he was innocent.
