The site with the emergency unfinished construction near "Nitel" will be seized from the owner.

      June 22, 2026 14:49 Society The Regional Ministry of Property and Land Relations has decided to requisition a land plot with an unfinished building located at 45B Gagarin Avenue in the Prioksky District of Nizhny Novgorod. The document has been posted on the agency's website.

      The plot covers an area of about 834 square meters. The ownership is registered to Damir Kamilievich Hafizov since February 28, 2020.

      The basis for the seizure was the introduction of a state of heightened readiness in the area near the site. The corresponding resolution was published by the city administration in April 2026. The regime came into effect at 18:00 on March 19. The unfinished building is located behind the "NITELA" polyclinic. The site has been declared emergency and, according to documents, may pose a threat to the life and health of people.

      The requisition is being carried out to eliminate the state of heightened readiness and prevent possible harm. The owner will be compensated for the market value of the property.

      The ministry will send a copy of the decision to the owner and organize an assessment of the plot. In the case of voluntary transfer of the property, an agreement on requisition and the procedure for compensation payment will be prepared. The owner will have 30 days to sign the document or send a refusal. In case of refusal or lack of response, the agency will go to court.
