Deputies of the Legislative Assembly of the Nizhny Novgorod Region approved changes to regional legislation that introduce a new status - a production park of regional significance. The region became the first subject in Russia to legally establish such a concept. The initiator of the changes was the Ministry of Industry, Trade, and Entrepreneurship of the Nizhny Novgorod Region. Deputy Governor Yegor Polyakov noted that the new format is aimed at creating compact production sites. According to him, this will increase the availability of ready-made infrastructure for businesses and make it more accessible, which is especially important for small enterprises in the current economic conditions. The regional Ministry of Industry will coordinate the activities of production parks of regional significance. As explained by the Minister of Industry, Trade, and Entrepreneurship of the Nizhny Novgorod Region, Maxim Cherkasov, the new status will complement the existing system of industrial infrastructure and will not duplicate the format of industrial technoparks. According to him, production parks should help small technological and industrial companies that often do not require large industrial complexes but lack the resources for independent expansion of production capacities. To obtain the new status, the facility must meet a number of criteria. The area of the territory must be from 0.3 to 0.99 hectares, the volume of investments must be at least 100 million rubles, and the area of the premises must be at least 2,500 square meters. In addition, the park must have at least two residents, ready transport, and utility infrastructure. At least half of its usable area must be used for placing industrial, scientific, technical, or innovative productions. For investors who wish to create such sites, measures of property support are provided. In particular, land plots owned by the state or municipal authorities can be leased on preferential terms without bidding. Speaker of the Legislative Assembly of the Nizhny Novgorod Region, Yevgeny Lyulin, stated that the emergence of a new type of production parks will allow projects to be implemented in areas where this was previously difficult. In his opinion, the creation of local production sites and the subsequent leasing of premises to small industrial enterprises will contribute to business development in the region.
