The head of the administration of the Gorodets district, Alexander Mudrov, expressed his opinion in his blog about the resonant court decision regarding Andrei Petrov. The man, who received the nickname "the animal torturer in a coat" in the media and social networks, was found to be insane and released from criminal liability, despite the death of dozens of animals.
Alexander Mudrov admitted that his first reaction to the news was emotional and uncompromising.
"My first emotions after reading the news about the court's decision: 'How can this be! He should be imprisoned for this!'" Mudrov wrote. However, according to him, after reflecting on the situation, he came to a different position: the criminal should have the opportunity to reform. "Everyone deserves a second chance, even villains," the official emphasized, adding that he hopes for the effectiveness of the compulsory treatment ordered by the court. In Mudrov's opinion, this case should serve as a signal to society, and the measure itself should not only socialize the convicted person but also deter others from similar actions. "For many need treatment very much..." he summarized.
The head of the district shared with his followers photos of his cat named Gera, who was rescued from the Petrov's apartment. The animal, which came to Mudrov emaciated and neglected, now looks completely different: in the photographs, it is a well-groomed pet with soft fur and expressive amber eyes.
Let us remind you that the scandalous story became public in the spring of last year. At that time, animal rights activists discovered fragments of the bodies of small domestic animals in the house of the suspect's mother, Galina Petrova. The attention of the operatives quickly focused on her son Andrei, who was often seen on the streets of Nizhny Novgorod in the company of stray dogs and cats. After the investigation began, the man was placed in a psychiatric ward, and his mother, who was then a lecturer at Lobachevsky Nizhny Novgorod State University, lost her job — she was first suspended from classes and then fired.
A criminal case was initiated regarding the incident under the article on cruelty to animals. However, the conclusion of the forensic psychiatric examination put an end to the question of guilt in the criminal law sense: experts concluded that at the time of the actions, the man could not understand their actual nature due to a mental disorder. In this regard, the court ruled not to impose a punishment but to apply compulsory medical measures.
