More than a thousand parking violations were detected by artificial intelligence in Nizhny Novgorod.

      To control parking payments in Nizhny Novgorod, a module for automatic recognition of state registration plates has been implemented. Since the beginning of 2026, more than a thousand violations related to the concealment of state registration plates while using paid parking have been detected in Nizhny Novgorod using an artificial intelligence-based system. This was reported by the Municipal Institution "Administrative and Technical Inspection of the City of Nizhny Novgorod" during another raid in the streets of the Nizhny Novgorod district. Roman Naynov, head of the financial and economic support department of the administrative, technical, and municipal control department, noted that raids to identify violations are conducted daily. "Last year, 29 vehicles were seized for violating paid parking rules, and since the beginning of 2026, 2 cars have been seized. During the latest raid, we identified a car without state registration plates in a paid parking area on Minin Street, near house No. 13A. This entails administrative liability, and one of the methods to combat parking without plates is seizure. In accordance with Article 27.10 of the Administrative Offenses Code of the Russian Federation, this vehicle has been seized and moved to a tow lot. Administrative measures will be applied to the vehicle owner under Article 3.10 of the Nizhny Novgorod Region Code of Administrative Offenses," Roman Naynov reported, adding that work to identify vehicles without plates in paid parking areas will continue.

      To control parking payments in Nizhny Novgorod, a module for automatic recognition of state registration plates has also been implemented. IT specialist Denis Komshin explained how it works: "When a car enters the paid parking zone, it is automatically scanned. The system identifies the model, make, and number of the vehicle upon entry and parking. Thus, we immediately receive all data about the vehicle, even if the number is obscured. To date, more than a thousand rulings have already been issued using this technology. In the future, we plan to scale this module," he shared.

      A comprehensive approach is used to identify violations, combining the work of automated systems and daily raids by foot inspectors. Vladimir Kakovkin, one of the foot inspectors, spoke about his duties: "During daily rounds, I check vehicles in paid parking lots. If the number is obscured by a card or another object, I remove foreign objects from the license plates, record the violation, and pass the information for processing."

      ATI specialists reminded that the Nizhny Novgorod Region Code of Administrative Offenses provides for liability for violating the rules of using paid parking spaces. "The penalty for individuals is up to 5,000 rubles, and for legal entities, up to 20,000 rubles," the agency clarified.

      As previously reported, the Municipal Institution "Administrative and Technical Inspection of the City of Nizhny Novgorod" has issued more than 2,700 rulings totaling over 9 million rubles since March 1, 2026, for parking vehicles in green areas.
