      June 16, 2026 17:06 Society Since the beginning of 2026, more than a thousand violations related to the concealment of state registration plates in paid parking lots have been identified in Nizhny Novgorod with the help of an artificial intelligence-based system. This was reported by the MKU "Administrative and Technical Inspection of the City of Nizhny Novgorod" during a recent raid in the Nizhny Novgorod district. As explained by Roman Naynov, head of the financial and economic support department of the administrative, technical, and municipal control department, checks for compliance with paid parking rules are conducted daily. According to him, in 2025, 29 vehicles were seized for similar violations, and since the beginning of 2026, two have already been seized. During the last raid, inspectors found a vehicle without state registration plates in the paid parking lot near house No. 13A on Minin Street. Naynov noted that one of the ways to combat parking of vehicles without plates remains their seizure. In accordance with Article 27.10 of the Administrative Offenses Code of the Russian Federation, the vehicle was towed to an impound lot. Measures of administrative impact are planned against the owner under Article 3.10 of the Nizhny Novgorod Region Code on Administrative Offenses. He also emphasized that work to identify such vehicles will continue. To monitor parking payments in the city, a module for automatic recognition of state registration plates is in operation. IT specialist Denis Komshin reported that when a vehicle enters the paid parking area, the system automatically scans the vehicle and determines its make, model, and number. "Thus, we immediately receive all data about the vehicle, even if the number is obscured," he explained. With the use of this technology, more than a thousand rulings have already been issued, the specialist added. In the future, the system's functionality is planned to be expanded. Violations are identified by both automated complexes and foot inspectors. One of them, Vladimir Kakovkin, reported that during daily rounds, he checks vehicles in paid parking lots. If the registration plate is obscured by a card or another object, the inspector removes the foreign objects, records the violation, and forwards the materials for further processing. It should be noted that administrative liability is provided for violations of paid parking space usage rules. The fine for individuals is up to 5,000 rubles, and for legal entities, up to 20,000 rubles.
