Evgeny Lyulin: legislation must respond to the needs of business

      June 16, 2026 16:38 Economy On June 15, a meeting of the committee on economy, industry, entrepreneurship support, trade, and tourism was held in the Legislative Assembly of the Nizhny Novgorod region. Deputies reviewed two bills aimed at the development of technoparks and industrial parks. As noted by the chairman of the Legislative Assembly of the Nizhny Novgorod region, Yevgeny Lyulin, the committee is conducting systematic work to improve legislation in the field of business support. The meeting was attended by the deputy chairman of the regional parliament, Denis Bakiyev.

      Thus, the deputies discussed a draft amendment to the law "On state support for technoparks in the Nizhny Novgorod region." The document was developed based on the results of monitoring the application of the current law. It is proposed to empower the managing company of the technopark with the authority to approve the procedure for granting the status of technopark residents in the region and including residents in the register, as well as to adjust the list of state support measures.

      The deputies also considered a draft amendment to the law "On industrial policy in the Nizhny Novgorod region," which introduces the concept of "regional significance industrial park."

      As noted by the chairman of the committee on economy, industry, entrepreneurship support, trade, and tourism, Igor Norenkov, this refers to small industrial sites—up to one hectare—that do not fall under the requirements of federal legislation. "The emergence of such a status will allow investors to create local industrial parks and provide space for small manufacturing enterprises," said the chairman of the relevant committee.

      "The committee deputies supported a number of systemic solutions aimed at creating favorable conditions for doing business. Legislation must be flexible and respond promptly to the needs of entrepreneurs," emphasized the chairman of the Legislative Assembly of the Nizhny Novgorod region, Yevgeny Lyulin.
