The issue was discussed at a meeting between the head of state and Transport Minister Andrey Nikitin on June 15, as reported on the Kremlin's website. According to the minister, the department analyzed possible directions for the further development of the high-speed rail network. The routes were evaluated based on several criteria, including travel time reduction, expected passenger flow, investment volume, and economic impact. As a result of this work, the Moscow - Nizhny Novgorod - Kazan route was recognized as the most effective direction. "It provides the maximum economic gain and makes economic sense," Nikitin stated. The minister asked the president to allow the preliminary work on this project to begin, as well as on the Moscow - Minsk line. Vladimir Putin supported the initiative.
