      On June 10, 2026, at 16:44, Politics At the Nizhny Novgorod Fair, the 80th anniversary meeting of the Council of Legislators of the Volga Federal District took place. The plenary session was chaired by the chairman of the Council of Legislators of the PFO, speaker of the ZSNO Evgeny Lyulin.

      The discussion involved the presidential envoy of the Russian Federation in the PFO Igor Komarov, the first deputy governor of the Nizhny Novgorod region Andrey Gneushev, senators of the Russian Federation, heads of legislative bodies of the regions of the district, and representatives of the Association of Youth Parliaments of the PFO.

      One of the central topics of the meeting was the development of the construction industry and the improvement of mechanisms for comprehensive territorial development (CTD). Evgeny Lyulin presented a report on increasing the efficiency of implementing such projects.

      According to him, the CTD mechanism has become one of the key tools for urban development, allowing for the simultaneous relocation of emergency housing, construction of new homes, and creation of social infrastructure. However, the current legislation does not always take into account the practical needs of the industry. Among the main challenges, he named the high cost of borrowed funds, rising mortgage rates, declining demand for housing, and a shortage of qualified personnel.

      Igor Komarov noted that the development of the construction industry remains one of the priority tasks within the framework of the president of Russia's directives to improve citizens' housing provision, update the housing stock, and increase housing accessibility. He stated that it is necessary to analyze the regional experience of applying the CTD mechanism and determine additional measures for its improvement.

      Andrey Gneushev emphasized that it is a great honor for the Nizhny Novgorod region to host the anniversary meeting of the Council of Legislators of the PFO. He highlighted the importance of interaction between legislative and executive authorities for regional development and stated that the region is focusing on comprehensive territorial development as the basis for creating a comfortable urban environment.

      As of the end of 2025, the PFO ranked second in Russia in terms of housing commissioning volume. At the same time, the average indicator of new housing provision in the district is 0.64 square meters per person, with a target of more than 0.8 square meters by 2030. Tatarstan and Udmurtia have already exceeded this level.

      As noted at the meeting, 126 agreements for comprehensive territorial development covering more than 2,500 hectares have been concluded in the PFO regions. Within these projects, it is planned to build more than 10 million square meters of housing and relocate a significant volume of dilapidated and emergency housing. Revenues to the budgets of the district's regions from the implementation of CTD agreements exceeded 5 billion rubles, of which more than 2 billion rubles accounted for the Nizhny Novgorod region.

      Following the discussion, legislators prepared a number of proposals for improving legislation. In particular, it is proposed to change the procedure for calculating compensation for homeowners whose properties are expropriated for the implementation of CTD projects. Currently, the amount of compensation is determined on the date preceding the decision on the comprehensive development of the territory; however, the market value of real estate can change significantly during the time before the transaction is concluded. In this regard, it is proposed to calculate compensation on a date as close as possible to the moment of purchase.

      Additionally, meeting participants advocated for expanding the grounds for expropriating land plots for municipal needs. According to Evgeny Lyulin, it is necessary to provide for such an opportunity not only for the construction of roads and engineering infrastructure but also for the construction of schools, kindergartens, and clinics within the framework of CTD projects.

      Among other initiatives are the creation of legal mechanisms for project financing and escrow accounts in the construction of social facilities, simplification of cadastral procedures and extension of CTD agreements, granting developers the opportunity to independently lay engineering networks under the supervision of specialists, as well as exempting government bodies from paying VAT when implementing CTD projects.

      It was also proposed to abolish the obligation to pay personal income tax for citizens forced to sell inherited housing within the framework of comprehensive territorial development projects.

      Participants of the meeting paid special attention to issues of individual housing construction. In the PFO, the share of individual housing construction reaches 66%, which requires the formation of a separate regulatory framework for CTD projects in this segment.

      Evgeny Lyulin stated that without modernizing legislation in the coming years, the construction industry may face a decrease in the supply of new housing, a slowdown in the implementation of CTD projects, and an increase in infrastructure constraints. According to him, systemic solutions based on the practical experience of the regions are necessary.

      All the proposals developed will be included in the final decision of the Council of Legislators of the PFO and will be sent to federal authorities.
