According to him, during the same period last year, the business ombudsman received 96 appeals, of which 12 concerned criminal prosecution of entrepreneurs, and 84 related to administrative issues. As of June 9, 2026, the office also received 96 complaints. At the same time, the number of appeals regarding criminal cases decreased to eight. As Solodky noted, the number of complaints regarding taxation issues doubled (from 7 to 16) and tariffs of resource-supplying organizations (from 2 to 4), as well as tripled regarding land and property relations (from 6 to 18). Among the key problems for businesses, he mentioned the increase in tax burden, high interest rates on loans, fluctuations in the exchange rate, and the increase in the cadastral value of real estate. According to Solodky, the increase in taxes for a number of enterprises exerts serious pressure on businesses. In addition, entrepreneurs face additional costs when administering VAT and risks of account freezes in case of claims from tax authorities. Another problem the ombudsman pointed out is high interest rates on loans. Despite the decrease in the key rate, the cost of borrowed funds for businesses remains high and often reaches 22-30% per annum. In such conditions, companies are forced to take loans not for development, but to maintain current activities and refinance previously obtained loans. Solodky also drew attention to the problem of non-payments between economic entities. According to him, the debts of large customers to suppliers are causing financial difficulties for enterprises, which are still obliged to pay salaries on time and remit taxes. Non-payments in Russia are growing exponentially. Today, state companies do not pay large ones, large ones do not pay medium ones, and medium ones do not pay small ones. The total volume of non-payments is already measured in trillions, Solodky stated. Speaking about business inspections, Solodky reminded that the prosecutor's office still rejects a significant portion of initiatives from supervisory authorities to conduct inspections. At the same time, according to him, after the moratorium period ended, controlling structures began to apply penalties more frequently, including at maximum amounts. Solodky emphasized that maintaining a favorable investment climate will require prompt interaction between authorities and businesses. In his opinion, timely decision-making by government agencies and reducing administrative barriers for entrepreneurs play an important role.
