On June 5, 2026, at the St. Petersburg International Economic Forum, an agreement was signed for the development and implementation of the master plan for the city of Sarov. The signing ceremony was attended by Alexey Likhachev, General Director of the state corporation "Rosatom," Gleb Nikitin, Governor of the Nizhny Novgorod Region, and Alexey Safonov, Head of Sarov.
The President of Russia instructed to create master plans for all ten closed administrative-territorial formations. To date, such strategic development documents have already been developed for Ozersk, Snezhinsk, Trekhgorniy, and Lesnoy. Sarov will become the fifth closed city of "Rosatom" to have its own long-term development plan.
Architects, urban planners, economists, sociologists, as well as the city administration, residents, the city-forming enterprise, regional authorities, and the leadership of "Rosatom" will work on the master plan. The document will define priority projects for improving infrastructure and the social sphere, taking into account the development of the production economy, the stages of their implementation, necessary resources, and mechanisms for achieving goals.
