The sale of vapes has been restricted in Russia since June 1.

      On June 1, 2026, at 20:26 Society Additional requirements for the sale of hookahs and devices for consuming nicotine-containing products came into effect in Russia. Now, such goods can only be purchased in stores and pavilions, reports "Russian Newspaper." The sale at fairs and exhibitions, as well as delivery and street sales, has been banned. Additionally, it is no longer possible to buy vapes remotely or through vending machines. Another change concerns the display of goods. Hookahs and devices for consuming nicotine-containing products have been removed from open access—similar to regular cigarettes. Now, products are only shown at the request of the customer. The customer first reviews a special list of goods and can only then request to see a specific item. The list must be arranged in alphabetical order, printed in letters of the same size, in black on a white background, and must not contain images. Starting September 1, minimum prices for vapes and liquids are also planned to be established—the government will determine them. Discounts and promotions on such products will also be prohibited, and excise taxes on nicotine-containing goods will increase. The Cabinet will have the right to form a list of substances that enhance the appeal of nicotine and increase addiction. Liquids with nicotine, nicotine-free compositions, and nicotine solutions with additives from this list will not be allowed for circulation.
