Currently, in many cities, drivers are required to make payment within a few minutes, otherwise they face a fine.

      The new bill concerns parking without barriers and technical control measures at entry and exit points. The ministry believes that this change will make parking payment more convenient and reduce the administrative burden on drivers.

      Auto lawyer Lev Voropaev expressed support for this initiative in a conversation with 360.ru. In his opinion, this will reduce the number of fines for drivers, especially in conditions of unstable internet connectivity and differences in payment rules across regions.

      The bill also establishes the concept of parking activities at the federal level and proposes creating a unified registry of all paid parking in the country. This will allow regions and municipalities to introduce new parking zones, but information about them will be sent to a central system. Federal structures will be able to analyze the impact of paid parking on traffic, accident rates, and traffic organization.

      Voropaev suggests that control over the system could be transferred to the Federal Transport Oversight Agency. This will ensure more effective management of parking space and increase the transparency of the process.
