      May 28, 2026 16:27 Society Residents of house 19A on Boris Panin Street in the Soviet district of Nizhny Novgorod have long suffered from frequent sewage blockages and flooding of basement premises: wastewater regularly accumulates in the basement, mosquitoes appear, and there is an unpleasant smell and dampness. Families with children living on the lower floors are particularly hard hit. The problem has persisted for several years, and residents have decided to seek help from State Duma deputy Roman Lyubarsky.

      "The basement problem has been ongoing for 12 years. We have all the documents confirming this. We have repeatedly contacted the management company, the television, and submitted applications to various authorities. We really hope that State Duma deputy Roman Lyubarsky will help us and that the problem will finally move off dead center," said Olga Zaitseva, a resident of house 19A on Boris Panin Street.

      Roman Lyubarsky, head of the Volga Interregional Coordinating Council of the United Russia party and deputy chairman of the State Duma Committee on Regional Policy and Local Self-Government, has taken personal control of the situation. By his order, Dmitry Filipenko, head of the regional executive committee of United Russia, went to the site and recorded the inaction of the management company. The party has appealed to the State Housing Inspection of the Nizhny Novgorod region demanding an inspection and action to be taken.

      "We went to the site. The situation is obvious: the basement is flooded. It is surprising that the management company is neglecting the complaints, not pumping out the water in a timely manner, and not repairing the damage to the networks. The most important thing is attention to the residents' problems and readiness to respond promptly. If the management company could not do this, 'United Russia' will. We have contacted the regional State Housing Inspection, ordered an inspection, and action to be taken. I am confident that the problem will be resolved," commented Dmitry Filipenko.

      At the time of the joint inspection visit by the State Housing Inspection and United Russia, work was underway to drain the basement. Tatiana Mosina, chief engineer of the "DK Soviet District" JSC, explained that the problem indeed exists and is related to the careless attitude of some residents towards the drainage system.

      "The problem is frequent blockages in the sewage system due to careless use by residents. We periodically carry out cleaning of the system, further pumping out the basement premises from sewage residues, treatment, and disinfection. We also provide residents with information on how to properly use the sewage system. We are currently draining the basement, after which we will carry out treatment and additional inspection, and post information in the house chat and on the bulletin board," said Tatiana Mosina.

      Maxim Kartunov, head of the Nizhny Novgorod Mountain Department of the State Housing Inspection of the Nizhny Novgorod region, confirmed that the inspection revealed serious violations. The management company will be held administratively liable.

      "During the inspection, violations of mandatory requirements were established: flooding of sections of the basement, lack of lighting, clutter, and complete unsanitary conditions. The management company has been ordered as a priority to pump out until complete drainage, followed by disinfection. The order remains under control until complete elimination. The legal entity will be held administratively liable," stated Maxim Kartunov.
