Rospotrebnadzor records a steady growth in online trade in almost all product groups.

      The Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) conducts continuous monitoring of product turnover to protect consumers from low-quality and unsafe goods. As part of the analysis of the turnover of certain types of products, it has been revealed that remote trading continues to grow actively. In a number of categories, the online channel is already comparable to or exceeds the volume of traditional retail. The highest share of online sales is observed in the light industry segment, where remote trading accounts for 62.7% of retail sales. Over three years, the volume of online trading has increased 19 times and now outpaces the growth of offline trading by four times. In the footwear sector, the online channel has also become dominant, capturing more than half of the market at 52.4%. The volume of remote sales of footwear has increased more than eight times over three years, while the volume of traditional retail has decreased. A significant share of remote trading is also recorded in the perfume category at 44.4%. Over four years, the volumes of online sales of perfumes and toilet waters have nearly doubled. The share of online sales of socially significant goods is significantly lower; however, even in these categories, remote trading demonstrates high growth rates. For example, online sales of packaged water have more than doubled in two years. This data indicates that more and more consumers prefer online shopping in the categories of light industry goods, footwear, and perfumes. At the same time, food products still maintain the predominance of traditional retail. In the context of the rapid growth of the digital market in Russia, product safety becomes an important aspect of consumer trust in the online shopping format. Rospotrebnadzor notes that in the structure of appeals received regarding violations of consumer rights in the retail sector for the year 2025, the share of complaints about goods purchased remotely has increased and amounted to 36.7%. In response to these challenges, Federal Law No. 289-FZ "On Certain Issues of Regulating the Platform Economy in the Russian Federation," adopted on July 31, 2025, has been developed, which will come into force on October 1, 2026. Unified basic rules for the operation of digital platforms will help prevent possible risks in online purchases and, in conjunction with the provisions of the Law "On Consumer Rights Protection," will contribute to ensuring the observance of consumer rights.
