This was reported at a meeting of the city duma by the director of the finance department of the city administration, Yuri Mochalkin. According to him, initially, budget revenues were approved at 66.6 billion rubles, expenditures at 69.9 billion, and the deficit at 3.3 billion rubles. As a result, revenues amounted to 79 billion, with growth ensured by an increase in own revenues of 2.2 billion rubles and additional inter-budget transfers of 10.3 billion rubles. The expenditure part also increased to 82.7 billion rubles, with a deficit of 3.7 billion. The actual execution of the revenue part was 96.4% of the adjusted plan - 76.2 billion rubles. Expenditures reached 78.9 billion rubles. The budget deficit stood at 2.7 billion rubles. Yuri Mochalkin noted that own revenues account for 47% of receipts, while non-repayable transfers make up 53%. Compared to 2024, own revenues increased by 4.5 billion rubles, or 15%. The main source remains the personal income tax, which accounts for 51% of own revenues. Over the year, receipts from personal income tax increased by 2 billion rubles. As Mochalkin noted, over the past four years, the average salary in the city has increased by 66%. The total volume of inter-budget transfers in 2025 amounted to 40.8 billion rubles. More than half of all expenditures - 51.8% - were directed to the social sphere. In addition, in 2025, Nizhny Novgorod participated in four national projects. For their implementation, 4.8 billion rubles were allocated from federal, regional, and city budgets. The funds were used for the construction and repair of roads, resettlement of emergency housing stock, construction of kindergartens, and improvement of public areas.
