A meeting with experts from the Academy of the Federal Tax Service LAB took place at NIU.
On May 25, 2026, at 13:12, Society At the Presidential Academy of the National Research University, a youth career lounge titled "Culture of Continuous Improvement" took place, which became part of the XX Jubilee International Conference of the Academy of the Federal Tax Service LAB. The first day of the conference was held in Moscow, and the second in Nizhny Novgorod, at three venues: the Volga Institute for Advanced Training of the Federal Tax Service of Russia, at CIPR, and at the Nizhny Novgorod Institute of Management. Experts from the Federal Tax Service LAB discussed digital transformation and human-centricity, as well as the implementation of process mining in the public sector. During the conference, discussions with foreign colleagues at CIPR focused on how to measure the effectiveness of the interaction between the state and the individual.
At the Presidential Academy of the National Research University, the youth career lounge featured speakers who were federal experts: Ivan Efremov, the rector of the Academy of Leadership and Administration of Business Processes of the Federal Tax Service of Russia (Academy of the Federal Tax Service LAB), Alina Galeeva, head of the Department of Organizational Development and User Experience of the Federal Tax Service of Russia, and Olga Shchelkunova, head of the Process Mining Implementation Department of the Modernization of Tax Authorities of the Federal Tax Service of Russia.
The purpose of the meeting was to discuss the career trajectories of youth, perspectives on the development of public service, and the implementation of innovations. The speakers shared personal experiences, talked about their work, and answered students' questions. Ivan Efremov announced the launch of a new master's program "Public Administration of Regional Tax Policy" in collaboration with the National Research University. The program aims to prepare versatile specialists capable of working at the intersection of economics, law, and digital technologies. Alina Galeeva emphasized that while a career path in public service used to take decades, the "growth shoulder" from a chief specialist to a deputy department head has now been reduced to 3-4 years.
They also discussed the motivation of public servants. The experts elaborated on internal motivation—satisfaction from results. The speakers noted that key motivators are interest in complex tasks and the understanding that one's work improves citizens' lives. "Public service is not about money and status, but about ideas, experience, and real benefits for people. The Presidential Academy prepares exactly such specialists: with shining eyes, a broad outlook, who understand and share the mission of service.
