Grigory Zibrov headed the Institute for the Development of the Nizhny Novgorod Region Agglomeration.

      On May 19, 2026, at 12:52, Grigory Zibrov was appointed director of the Institute for the Development of the Nizhny Novgorod Region. The corresponding decision was made by the head of the regional Ministry of Construction, Darya Shunaeva. He began fulfilling his duties in the new position on May 18. Grigory Zibrov graduated from the Moscow Economic and Financial Institute. Since 2023, he has held the position of Deputy Director for Integrated Territorial Development and Development at the Specialized Developer of the Nizhny Novgorod Region "Construction Directorate." Under his leadership, the construction of the residential complex "House on Murashkinskaya" began, which is called the first multi-apartment building in Russia with full digital support for all stages of construction. Additionally, at the end of 2025, the construction of the first houses under the integrated territorial development program in Olgino started as part of the residential complex project "New Olgino." It was previously reported that the former head of the regional Ministry of Transport, Pavel Savateev, became the acting Deputy Chairman of the Nizhny Novgorod government.
