A closed network was proposed to be created in the Nizhny Novgorod region due to communication failures.

On May 15, 2026, 11:47 Economy In the Nizhny Novgorod region, entrepreneurs have proposed the initiative to create a regional closed communication network due to periodic restrictions on mobile internet. The proposal was made on May 14 during a meeting of business representatives with the deputy governor of the region, Yegor Polyakov. This was reported by "Business News." One of the participants in the discussion recalled the practice in France during the 1970s and 1980s, where a secure data transmission system was in place. The Minister of Digital Development of the Nizhny Novgorod region, Alexander Sinelobov, commenting on the initiative, noted that in the current conditions, an alternative could be the use of fixed communication channels. According to him, companies should connect to Wi-Fi networks operating through wired internet, despite the higher cost compared to mobile communication. He added that even with restrictions in place, access to the network remains thanks to fixed channels, Wi-Fi, and "white lists." However, launching a separate closed infrastructure would require significant financial investments. Yegor Polyakov called the issue serious and instructed the regional Ministry of Digital Development to study and analyze the proposal in detail, after which discussions could resume. It should be noted that in the Nizhny Novgorod region and the capital of the Volga region, restrictions on mobile internet are periodically imposed for security reasons. More than 2,000 public Wi-Fi points have been created in the region, including "smart stops." They can also be found through the chatbot "Public Wi-Fi Points of Nizhny Novgorod Region" in the MAX messenger, which operates even under internet restrictions.
