On May 12, 2026, at 16:40, the Economy Governor Gleb Nikitin presented the Nizhny Novgorod model for the development of the children's industry at the All-Russian Congress (18+) in Moscow. The organizers are the Ministry of Industry and Trade of the Russian Federation and the Association of Children's Goods Industry Enterprises. The event is held with the support of the Government of the Russian Federation, the Federation Council, the State Duma, the Ministry of Education, the Agency for Strategic Initiatives, relevant ministries and departments, with active participation from the regions.
On the first day, a plenary session was held dedicated to the prospects for the development of the industry and measures to support the relevant business. Participants in the discussion included the Minister of Industry and Trade of the Russian Federation Anton Alikhanov, the Governor of the Nizhny Novgorod Region Gleb Nikitin, representatives of federal agencies, the Federation Council, the Association of Children's Goods Industry Enterprises, and regions of the country.
Anton Alikhanov cited the Nizhny Novgorod Region as an example of a region where support measures for families simultaneously contribute to the development of domestic industry. He noted the "Gift for the Newborn" program, under which certificates can be directed towards the purchase of products from Nizhny Novgorod manufacturers.
"This approach needs to be expanded, as these tools should work not only as a social support measure but also as a mechanism for stimulating the development of Russian industry and the children's goods industry," emphasized Anton Alikhanov.
Gleb Nikitin presented the model for industry development developed in the region. He emphasized that support measures should simultaneously help families and create sustainable demand for quality domestic products.
"Together with the Association of Children's Goods Industry Enterprises, we were the first in the country to create a regional cluster of the children's goods industry in a pilot mode. This is a platform where manufacturers, regional programs, family support measures, and trade channels begin to work in a unified logic," said the governor.
Over three years, the number of cluster participants has increased more than 4.5 times, the number of product categories has increased by more than one and a half times, revenue has grown by 3.3 times, and the increase in jobs has exceeded 4,500. The head of the region reminded that since July 1, 2025, the "Basis - Nizhny Novgorod Life Project" program has been in effect, aimed at achieving demographic sustainability. It includes parental basic income, social nannies, psychological assistance, children's item rental points, and the "Gift for the Newborn" program. Since the launch of the latter, more than 15,000 certificates have been issued. The region also has 22 rental points, which have been used by over 1,800 families.
According to Gleb Nikitin, the implementation of projects has revealed additional opportunities for industry—there is a shortage of domestic supply in several categories, which opens up prospects for new production and cooperation. A similar approach is applied in the implementation of a unified school uniform.
"In 2025, we held a regional design solutions competition, identified pilot schools, and plan to start testing the model. Our task is not just to implement a unified visual standard but to create a clear, manageable, and long-term demand for quality, safe, and modern products of domestic production," said the governor.
Gleb Nikitin added that today, more than ever, a comprehensive approach is in demand. Support for families should not only address current issues but also contribute to the development of the regional economy, the launch of new productions, and the strengthening of the domestic market. The President of the Association of Children's Goods Industry Enterprises, Antonina Tsitsulina, called the Nizhny Novgorod experience successful. According to her, the industry is becoming part of the childhood infrastructure, influencing the quality of life for families, the development and safety of children. She noted that the region demonstrates an example of effective integration of business and government.
At the regional level, support for the industry is provided by the Ministry of Industry, Trade, and Entrepreneurship of the Nizhny Novgorod Region. Before the plenary session, the head of the department, Maxim Cherkasov, presented the region's stand to Anton Alikhanov and Gleb Nikitin. It features more than 150 product names from Nizhny Novgorod manufacturers—from furniture and textiles to children's care products and developmental solutions.
"It was important for us to show not only the products themselves but also the capabilities of Nizhny Novgorod enterprises, which are actively involved in projects related to family support and the development of the children's goods industry," noted the minister.
The exhibition includes rental point zones, products for infants and teenagers, a children's and teenage playroom, as well as a multimedia block with information about enterprises and their capabilities. Entrepreneurs in the region, including representatives of the children's goods industry, can learn about support measures at the "My Business" center (мойбизнес52.рф), which operates within the framework of the federal project "Small and Medium Entrepreneurship" of the national project "Effective and Competitive Economy."
