The Ministry of Natural Resources has started accepting applications for the lottery for the hunting of hoofed animals and brown bears.

      Starting May 1, applications for participation in the lottery for the distribution of permits for hunting hoofed animals and brown bears in the publicly accessible hunting grounds of the Nizhny Novgorod region for the upcoming hunting season have begun. This was reported by the regional Ministry of Forestry. "The electronic format of the lottery through the 'Digital Forest' system using a random number generator has proven to be an effective and transparent mechanism for distributing permits for hunting moose, wild boar, bear, European roe deer, and Siberian roe deer. The established rules provide for the issuance of no more than one permit for each species of animal to one participant, which contributes to the rational use of resources. The scale of participation in the lottery has significantly expanded in recent years: the number of hunters allowed to participate in the draw for permits has increased from 1,912 in 2022 to 3,036 in 2025," noted Roman Vorobyov, the Minister of Forestry and Wildlife Protection of the Nizhny Novgorod region. Each hunter can submit no more than five applications—one for each species within one publicly accessible hunting ground. Permits are distributed by specific municipalities:

      — for hunting moose in the publicly accessible hunting grounds of Bogorodsky, Bolshie Boldinsky, Bolshie Murashkinsky, and Vetluzhsky districts (sections No. 1 and No. 2), Volodarsky, Krasnooktyabrsky, Pilninsky, Pochinkovsky, Tonkinsky, Tonshayevsky, and Sharangsky districts (sections No. 1 and No. 3), as well as Vorotynsky, Chkalovsky, and Shakhunsky districts, and the city of Dzerzhinsk,

      — for hunting European roe deer in the Pochinkovsky district;

      — for hunting Siberian roe deer in the Ardatovsky, Bolshie Murashkinsky, Krasnooktyabrsky, Pilninsky, and Sechenovsky districts;

      — for hunting bears in the publicly accessible hunting grounds of Vetluzhsky (sections No. 1 and No. 2), Tonkinsky, Tonshayevsky, Sharangsky (section No. 1), Vorotynsky, and Shakhunsky districts;

      — for hunting wild boar in the publicly accessible hunting grounds of Bogorodsky, Bolshie Boldinsky, Volodarsky, Krasnooktyabrsky, Pilninsky, Pochinkovsky, Tonkinsky, Tonshayevsky, Sharangsky (sections No. 1, No. 2, and No. 3), Pervomaysky (sections No. 1 and No. 2), and Shakhunsky districts.

      The quotas (norms) for the allowable hunting of resources in each hunting ground will be approved by the decree of the governor of the Nizhny Novgorod region by August 1, 2026. Applications can be submitted until June 30, 2026, exclusively in electronic form through the website of the regional state information system of the ministry 'Hunting Management,' with authorization through a personal account on the 'Gosuslugi' portal. Hunters who conducted biotechnical activities in publicly accessible grounds in 2025-2026 must attach a report on completed work to their application.
