The main flow of migrants, besides Uzbekistan, comes from Tajikistan, Kyrgyzstan, Azerbaijan, and Armenia. The stated purpose of entry is labor activity. Most often, foreign citizens register in Nizhny Novgorod (Kanavinsky, Leninsky, Kstovsky districts, and Kstovo), as well as in Bor, Dzerzhinsk, Arzamas, Vyksa, and Pavlovo. The minister emphasized that most migrants are employed in sectors with a labor shortage - construction, agriculture, manufacturing, the hotel and restaurant sector, and in domestic services. According to him, the topic of migration policy lies at the intersection of the economy, social stability, and national security and requires balanced decisions. "Migration policy today is not a question of 'to let in or not to let in,' but a question of in which sectors, under what conditions, and at what level of control we use foreign labor," he stated. Pantyukhin reminded that in 2025, the region initially imposed broad restrictions, but in July adjusted them. In areas where bans created risks for critically important sectors - construction, industry, and agriculture - carefully considered relaxations were adopted. In socially sensitive areas, including contact professions, education, and healthcare, the approach remains strict. After the report, Deputy Evgeny Babaev inquired about how many Indian citizens live in the Nizhny Novgorod region, noting that in other subjects of the Russian Federation there is a trend of increasing the flow of migrants from this country. According to Pantyukhin, there is also growth in the Nizhny Novgorod region. If in the year before last there were 316 Indians in the region, last year there were already 600. In 2026, 214 people arrived in the region. He clarified that in 2025, the quota for attracting foreign workers was increased to 1,200 people, but it was not fully utilized, so this year it was adjusted to one thousand people.
