Shalabaev: The "Lobachevsky" platform is gradually turning into a "single window" for addressing all citizens' issues.

April 28, 2026 11:27 Society The year 2025 marked a new stage in the development of digital services in the city used for interaction with residents - the "Lobachevsky" platform is gradually transforming into a "single window" for addressing issues. This was reported by the head of the city, Yuri Shalabaev, presenting the report on the activities of the city administration in 2025 to the deputies of the Nizhny Novgorod City Duma. "Last year, the feedback platform 'Gosuslugi. Solving Together' was connected to it, which further expanded the opportunities for citizens to promptly submit their requests," the mayor emphasized. According to the head of the city, by the end of 2025, nearly 68 thousand messages were processed using the "Lobachevsky" platform. The average response time to requests decreased from 5 to 3 working days. "To increase the speed of processing requests and improve the quality of feedback, artificial intelligence tools are being implemented. For example, the AI moderator assistant helps formulate short and concise responses. As of today, residents of the city have access to 28 services, including 7 that use artificial intelligence," Yuri Shalabaev said, noting that in 2025, Nizhny Novgorod ranked among the leaders in the Skolkovo cities' digital life rating, taking 2nd place. Summarizing his speech, the head of the city noted several other important events: "In 2025, 5 districts of our city celebrated their anniversaries. The Soviet, Moscow, and Nizhny Novgorod districts marked 55 years since the establishment of their administrative boundaries. The Lenin and Prioksky districts celebrated their 90th anniversary. In each of them, festive events were held for residents to commemorate these dates. We know well that each district of the city has its own 'face,' its own history. Each has gone through its own special path to become an integral part of our common 'home' - Nizhny Novgorod." Yuri Shalabaev emphasized that in 2025, the boundaries of the urban territory became noticeably wider: "And now, together with the Kstovo district, we are starting a new stage in the development of 'big Nizhny.' New prospects are opening up before us, but the scale of the tasks to be solved is also increasing. I am convinced that the unification of the resources of our territories will multiply our opportunities in striving for dynamic and balanced development of the district." In conclusion of his report, the mayor noted that "when we talk about the development of Nizhny Novgorod, the main thing is not the places in prestigious ratings and not the large figures of completed works and implemented projects." "Although I will not hide: this is also very important for us," Yuri Shalabaev said. "However, first and foremost, in our work, we strive to achieve real changes that every Nizhny Novgorod resident feels simply by living in their hometown." The mayor also pointed out that work is currently taking place in a challenging economic situation. "We clearly understand that the effective expenditure of budget funds is our top priority - with their prioritization in areas such as ensuring livelihoods, security, and fulfilling social obligations. And our main task as an executive authority is to continue doing everything to ensure that Nizhny Novgorod develops rapidly, is as comfortable as possible for living, starting a family, working, studying, and self-realization," he emphasized. Summarizing the above, Yuri Shalabaev thanked the residents of Nizhny Novgorod, the deputies of the City Duma, the governor of the Nizhny Novgorod region, Gleb Nikitin, the government of the Nizhny Novgorod region, and the deputies of the regional Legislative Assembly for their support of initiatives, constructive cooperation, and active participation in the development of Nizhny Novgorod. "I am confident that we will continue to work as harmoniously and constructively in the future!" the head of the city believes. NIA "Nizhny Novgorod" has channels on Telegram and MAX.
