"ER" appealed to the president with a proposal to restructure the budget loans of the regions in 2026.
On April 27, 2026, at 16:02, the Society held a faction meeting in the building of the Central Executive Committee of the party, led by the Secretary of the General Council of "United Russia," Vladimir Yakushev. He emphasized that the proposal for the restructuring of budget loans for the regions arose during the work on the new People's Program of the party.
"People are talking about the increased financial burden on regional budgets. The regions have old debts that need to be settled. The repayment of these loans concerns both those who work directly in the authorities in this area and ordinary citizens. I am sure this topic must be reflected in specific proposals in our People's Program. The protection of regional and local budgets should run as a 'red line' through the program of 'United Russia' because without this, our regions and municipalities simply will not be able to develop," explained Vladimir Yakushev.
As a priority solution, "United Russia" is proposing to the President.
"We have submitted a request for the possibility of extending the repayment period for the 100 billion ruble debt on regional loans, deferring this amount in the current year," emphasized Vladimir Yakushev.
In turn, the head of the State Duma Committee on Budget and Taxes, Andrey Makarov, noted that support for the regions is a fundamental part of the People's Program of "United Russia." By the President's decision, the regions previously received the opportunity to write off two-thirds of budget loans on the condition that the released funds would go towards solving social issues. The party legislatively ensured this decision.
"These are built and renovated schools, kindergartens, roads, school buses. In other words, everything that constitutes the People's Program of 'United Russia.' And what really concerns people every day in their lives," emphasized Andrey Makarov.
In 2026, the regions are expected to repay about 103 billion rubles. At the same time, the regions must fulfill their obligations.
"This means that the regions will be forced to go to commercial banks and borrow money to return funds to the federal budget. This is exactly what the President wanted to avoid when he proposed his solution. The issue of debt burden is one of the main concerns that worries not just leaders but ordinary people. Because it depends on whether the regions can fulfill their obligations to them. In this regard, 'United Russia' appeals to the President with a request to extend the repayment period for budget loans," he said.
The decision was unanimously supported by the faction deputies.
"Just as I think all our citizens will support this. 'United Russia' is responsible for the whole country and for the lives of all people, regardless of which party they vote for," concluded Andrey Makarov.
The party's initiative received high praise at the regional level as well. In particular, in the Nizhny Novgorod region, the release of funds will allow for additional resources to be directed towards social obligations and infrastructure development. The position on the issue was expressed by the chairman of the Legislative Assembly Committee on Budget and Taxes, Alexander Sharonov.
"I really hope that this initiative will be adopted in the form of law. This proposal for the restructuring of budget loans will be a significant help for the regions. In particular, for the Nizhny Novgorod region, this will mean the release of about 21 billion rubles, which, in the current difficult economic situation, is a serious support for the regional budget. We fully support this initiative and expect it to be formalized as a law," he emphasized.
The decision to restructure budget loans will strengthen the region's capabilities in implementing social programs. Nizhny Novgorod parliamentarians hope that the proposal from "United Russia" will be implemented soon.
