      During the preventive event, police recorded how foreign citizens and the host party comply with migration requirements in the district. As a result of the raid, department employees compiled seven administrative materials for various violations. As clarified by the police, the majority of the protocols were related to arrivals from neighboring states.

      Two materials were prepared by migration department employees under part 1.1 of Article 18.8 of the Administrative Offenses Code of the Russian Federation for violating the stay regime in Russia. One of the foreigners did not leave the country after the expiration of the permitted stay. Another violator, who arrived in Russia in November 2025, did not register either an employment contract or migration accounting, although she was obliged to do so.

      Both migrants were listed in the registry of controlled persons and were in Russia in violation of the rules. The court imposed a fine of 2,000 rubles on each and decided on their expulsion from the country. The foreigners are to leave independently but under the supervision of competent authorities.

      Two more residents of the Arzamas urban district were held accountable under part 4 of Article 18.9 of the Administrative Offenses Code of the Russian Federation for failing to fulfill the host party's obligations regarding migration accounting. One protocol was drawn up against a 68-year-old pensioner who provided accommodation to a foreigner and registered him but did not extend the stay period through the MFC. The woman was fined 2,000 rubles.

      A similar violation was identified with a 62-year-old man who rented an apartment to a citizen of another state but did not extend his migration accounting. As a result, the foreigner found himself without legal residency status. The landlord was also fined 2,000 rubles.

      A separate episode is related to the transportation of migrants. A driver who transported workers to their workplace used his car to transport three foreigners who were in Russia illegally. For this, he was held accountable under part 3 of Article 18.9 of the Administrative Offenses Code of the Russian Federation.

      The inspection showed that all three passengers were included in the registry of controlled persons and had no legal grounds to be in the territory of the Russian Federation. A separate administrative offense protocol was drawn up for each illegally transported foreigner. By court decision, the driver received a fine of 2,000 rubles for each migrant, totaling 6,000 rubles.

      Another protocol was drawn up against a citizen of a neighboring country who worked without a patent. He was employed as a technical staff member in one of the shopping centers in Arzamas: he helped sellers remove anti-theft magnets from clothing and strengthen shelves. He did not have permission to work in the Nizhny Novgorod region, for which he was fined 2,000 rubles.
