The management company was aware of the situation, but the water was not pumped out in a timely manner. The head of the company, Ivan Chernikov, told reporters that the condition of the building was monitored: special beacons were installed, and the administration and the state housing inspection were informed about the problems, including the crumbling plaster. At the same time, according to open data, the city department of the supervisory authority was located in the same building. "The administration in Balakhna is not doing enough regarding land reclamation. Over the past five years, we have been drowning in the sewage of a non-functioning sewer system," added Chernikov.
