The event took place on April 21, 2026, as part of the III All-Russian Municipal Forum "Small Homeland – Strength of Russia" and was timed to coincide with Local Self-Government Day.
Evgeny Chintsov represented Nizhny Novgorod as a forum participant and winner of the III All-Russian Municipal Award "Service" in the nomination "From the Frontline of the Special Military Operation to the Municipality." During the meeting, he thanked the head of state for the attention and support given to participants of the Special Military Operation, noting that they continue to serve the country already within the system of state and municipal governance, business, and public activities.
"Special thanks to you for the program 'Time of Heroes.' We, the participants of the program, received unique and truly necessary knowledge, practical understanding of the workings of the public authority system," Chintsov said.
The speaker of the city duma emphasized that values such as responsibility, mutual assistance, and love for the Motherland are important for the defenders of Russia, and that the state and society must support them upon their return to peaceful life.
Vladimir Putin, in turn, thanked the speaker for his work and noted the development of the region. "Nizhny Novgorod, both as a city and as a subject, is developing very well, a powerful subject, one of the support bases of Russia. So please convey the best wishes and words of gratitude to all your colleagues – the deputies of the city duma," the president stated.
The head of state also supported Chintsov's proposal to more actively use the mechanism of state and municipal social orders to assist veterans of the Special Military Operation and their families. According to the chairman of the Duma, this approach allows budget funds to be directed specifically to in-demand services and contributes to the "seamless integration of participants of the Special Military Operation into peaceful life."
As an example, he cited the field of additional education in Nizhny Novgorod: the application of social orders allowed for an expansion of the number of general development programs adapted for children with disabilities by 79 positions.
