Nizhny Novgorod Region became the first region of the "Social Route. Mobile Senator" project.
On April 21, 2026, as part of the project "Social Route. Mobile Senator," the Nizhny Novgorod region was visited by the Vice-Speaker of the Federation Council, Inna Svyatenko, the Chairman of the Federation Council Committee on Social Policy, Alexey Sinitsyn, committee members Darya Lantratova, Yulia Lazutkina, Sergey Gornyakov, Andrey Chernyshev, Ekaterina Gribkova, Svetlana Kirillova, Natalia Kosikhina, Sholban Kuzhuget, and Evgenia Lamonova. They studied the experience of socially oriented organizations, discussed issues related to the development of adaptive sports, and launched the project "Diabetes Under Control."
In particular, the senators familiarized themselves with the key areas of work of the Center for Social Development of the Nizhny Novgorod region, focused on supporting and adapting children and adults with autism spectrum disorders (ASD) and other mental features.
According to Darya Lantratova, comprehensive support for people with autism spectrum disorders ensures the formation of a unified framework in which the activities of medical, educational, social, cultural, and sports organizations are structured in a single logic.
"This allows us to eliminate gaps between stages of support, ensure continuity, and accessibility of services across the entire territory of the region," she noted.

Senators Natalia Kosikhina and Evgenia Lamonova visited the Regional Center for Adaptive Sports in Dzerzhinsk, where they opened the "Museum of the Generation of Heroes" and held a meeting on the development of physical culture and sports for people with disabilities, individuals with limited health capabilities, adaptive physical culture, and adaptive sports in the Nizhny Novgorod region. According to Natalia Kosikhina, the adaptive sports center in Dzerzhinsk is a unique facility in Russia for training athletes in Paralympic, Surdlympic, and adaptive sports.
"A barrier-free environment, facilities designed for training in group and individual sports, both summer and winter. 23 sports are being developed. 430 people are engaged in sports. A strong, cohesive team of coaches, professionals in their field, who help athletes. The experience of the Center needs to be communicated to the regions of Russia. We have taken on issues for further development at the federal level," said the senator.
Natalia Kosikhina explained that specialists in the field of adaptive physical culture and doctors in sports medicine need program support and targeted measures.
"Funding issues for NGOs in the field of sports, motivational programs for institutions in the field of adaptive physical culture are relevant. We discussed support measures for participants in the Special Military Operation in adaptive sports. In particular, mechanisms are needed that provide a special status for athletes who are veterans of the Special Military Operation for undergoing in-depth medical examinations, awarding sports ranks, and inclusion in the national teams," she believes.

As part of the cooperation agreement between the Council on Regional Health under the Federation Council and the State Scientific Center of the Federal State Budgetary Institution "N.M. Endocrinology named after Academician I.I. Dedov" of the Ministry of Health of Russia, the project "Diabetes Under Control" has been implemented. Endocrinologists from the Diabetes Institute of the Endocrinology Center conducted a practice-oriented educational module for specialists of therapeutic "Diabetes Schools," created as part of the federal project "Combating Diabetes" based on various medical institutions in the Nizhny Novgorod region.
As Senator Sholban Kuzhuget noted, the project "Diabetes Under Control" is an example of an effective approach to implementing projects relevant to citizens in the regions of Russia and is especially important for regions with challenging geography and limited access to medical care.
"If earlier the diagnosis of 'diabetes' was perceived as a sentence, today patients with this disease, having gone through the appropriate school and mastered the rules of living with diabetes, are climbing the peaks of Elbrus, successfully engaging in sports, becoming professionals in various fields, and happy parents of healthy children," said the director of the State Scientific Center of the Federal State Budgetary Institution "N.M. Endocrinology named after Academician I.I. Dedov" of the Ministry of Health of Russia, RAN academician Natalia Mokrysheva.
Senator Svetlana Kirillova noted that the project gives confidence that diabetes is not a sentence.
"According to feedback from patients who participated in the master class, sessions of this level are a great support in mastering effective self-control of the disease, provide an impetus for self-education, and, most importantly, strengthen trust in treating doctors and prescribed therapy, increasing vigilance regarding symptoms of possible complications," she added.

Parliamentarians also learned about the work of the mentoring center for teenagers "Hooligan House," created to support children aged 12 to 18 who find themselves in difficult life situations. Its main goal is to provide mentoring services, qualified assistance, as well as social adaptation and resocialization of adolescents from "at-risk" groups who experience difficulties in behavior, emotional management, and adaptation in society.
Ekaterina Gribkova expressed confidence in the high effectiveness of such a format of work with minors.
"The main feature is that children can be themselves here and feel safe. Thanks to close interdepartmental work, the agencies help in the operation and development of the Hooligan House," she believes.
Andrey Chernyshev held another meeting at the site of the "Nizhnevenergo" branch dedicated to the development of electricity accounting systems.
"We continue to monitor the implementation of the law on intelligent electricity accounting, paying special attention to energy efficiency and transparency of calculations. It is important that the installation of new devices remains free for citizens and does not lead to an increase in tariffs, which has already significantly reduced the number of complaints about abuses in this area. Current sanctions challenges require us to quickly transition to a domestic component base and revise logistics to avoid disruptions in the implementation of the program. Our common task is to develop regulatory solutions that will ensure technological sovereignty in energy while fully maintaining social guarantees for the population," noted the senator.
