The bakery in the Nizhny Novgorod region was saved from bankruptcy.

      On April 3, 2026, at 19:12, Economy Business Ombudsman of the Nizhny Novgorod Region Pavel Solodky assisted the Bor bread-baking enterprise LLC "Noyabr-Pro," which was on the brink of bankruptcy. In 2026, the company turned to the authorized representative for the protection of entrepreneurs' rights due to its difficult financial situation. The enterprise has been operating for over 20 years, producing more than 3 tons of bakery products daily and selling them under its own brand.

      As specified, the company had previously taken out loans at 7% per annum from a state-supported bank. However, later the lending organization was removed from the relevant list, and the loans were transferred to commercial terms with market rates. The situation was exacerbated by the increase in the key rate of the Central Bank of the Russian Federation to 21% in October 2024, which made debt servicing extremely costly. An additional burden was the transition to a general taxation system after exceeding an annual turnover of 60 million rubles.

      As a result, the enterprise was unable to make timely payments and accumulated debt to the bank. However, no violations of the entrepreneur's rights were identified. The appeal was considered at a meeting of the Operational Headquarters for ensuring sustainable socio-economic development of the region, of which the business ombudsman is a member. Following the discussion, targeted support measures were implemented.

      A strategy was developed for the company to sell non-core assets — a former cafeteria and a land plot — to repay the debt. Additionally, an agreement was reached with the bank to restructure the loan: until August 2026, the enterprise is exempt from payments on the principal debt with the possibility of early repayment.

      The measures taken allowed the company to form an anti-crisis business plan and avoid bankruptcy proceedings. As Pavel Solodky noted, this case demonstrates the effectiveness of the operational headquarters' work: "On the one hand, business associations monitor conscientious companies that find themselves in a difficult situation. On the other hand, all resources of the region are involved in the solution: from relevant ministries to market experts." According to him, this approach allows for comprehensive solutions and the preservation of significant enterprises for the region.

      The office of the authorized representative reminded that entrepreneurs can receive free legal assistance through the official portal or by phone. Business support in the region is implemented as part of the national project "Effective and Competitive Economy," carried out on the instruction of the President of the Russian Federation Vladimir Putin. The operational headquarters was created at the initiative of the Governor of the Nizhny Novgorod Region Gleb Nikitin to respond promptly to economic risks and prevent crisis situations.
