Experts have predicted a moderate increase in housing prices in the Volga region.
March 28, 2026 16:00 Economy Developers and realtors in the Volga-Vyatka region of the Bank of Russia expect moderate growth in demand and prices for housing in the coming months. They cite the reduction in the issuance of preferential mortgage programs as the main factor. This is stated in the regulator's report "Regional Economy: Comments from the Main Administration." In January 2026, demand for new buildings in the Volga region noticeably increased against the backdrop of expected changes to the "Family Mortgage" program. Sales volume reached a peak not seen since the summer of 2024. However, by February, buyer activity had already declined. According to market participants from Chuvashia, Saratov region, and Mordovia, sales in the secondary market also increased in January, but significantly weaker than in the new buildings segment. The growth of prices for primary housing in January slowed down in most regions of the Volga-Vyatka Main Administration's presence, except for Kirov, Saratov, Ulyanovsk, and Samara regions. In the secondary market, prices generally rose moderately, while in Penza region, Mari El, and Tatarstan, the growth rates further decreased. In January-February, developers in most regions launched new projects in smaller volumes than on average in previous years. The only exceptions were certain territories where activity, on the contrary, increased. Developers remain cautious about starting new projects, citing rising construction costs and a lack of own funds. At the same time, most companies did not revise their plans for 2026, although some players postponed project implementation deadlines or reduced construction volumes. Analysts at the Bank of Russia note that the cooling of the mortgage market, caused by changes to the "Family Mortgage" conditions starting in February 2026, is partially offset by a revival in market lending. This is happening against the backdrop of declining loan costs: interest rates on loans are being adjusted following the key rate.
