"United Russia" held the third district reporting and program forum "There is a Result!" in Nizhny Novgorod on the topic "Children and Youth." The government reported to "United Russia" on the implementation of the provisions of the party's people's program regarding the creation of conditions for the self-realization of the younger generation, the development of modern educational and sports infrastructure, as well as training personnel, including for the technological sovereignty of Russia. The forum was attended by the Secretary of the General Council of the party, Vladimir Yakushev, Deputy Prime Minister Dmitry Chernyshenko, representatives of youth movements, patriotic organizations, educational centers, teachers, mentors, students, and veterans of the special military operation. The development of children requires decent learning conditions, so "United Russia," together with the government, is seriously modernizing the education infrastructure, said Vladimir Yakushev. "According to the party's people's program, more than 1,700 schools have been built, and over 6,500 have been renovated. At the initiative of the party, significant funds have been allocated in the federal budget for the construction and renovation of kindergartens. More than 250,000 new places have been created. People have already forgotten what it means to stand in line for a kindergarten even before the child is born. This topic is hardly mentioned in citizens' proposals. Regional compensations for parental fees have also been introduced. Many families are completely exempt from it. Free hot meals are provided for all primary school students. This is over 7 million children," he reported.
At the same time, the party not only made decisions but also controlled their implementation through public headquarters and "Party Descent," in which not only United Russia deputies and primary secretaries participated but also parent committees and public activists. According to Vladimir Yakushev, "United Russia" is forming a new educational environment focused on the technological development of the country: the party has revived interest in technical, engineering, and medical specialties — such personnel are needed to achieve Russia's technological sovereignty. "United Russia" promotes the "Professionalism" project: with its support, 50 advanced engineering schools have been created, over 450 quantum centers have been opened, and more than 300 IT cubes have been established. About 20,000 "Growth Point" centers operate in rural schools and small towns. At the initiative of the President and with the support of the party, a large-scale project is being implemented to create 25 world-class campuses by 2030. "United Russia" provides funding for sports infrastructure and organizes sports events: it holds the "Strength of Russia" marathon with open training sessions from famous athletes (more than 1.3 million people have already participated), launched the party project "Choice of the Strong," and develops adaptive sports through the "New Heights" project, which helps veterans of the special military operation return to peaceful life.
"United Russia" does not decide the fate of youth without them — the party works together with young people and provides them with broad opportunities for self-realization, emphasized Vladimir Yakushev. "Last year, the 'Young Guard' celebrated its 20th anniversary. Over these years, the young guards have proven by their actions that they are ready to participate in the fate of the country. This includes active volunteer work in the special military operation zone, in border areas, and in liberated territories. This is the very sincere and active patriotism," he said. In its educational work, the party actively involves fighters returning from the front, organizes their meetings with children and youth, and supports the development of a network of military-sports training centers. In addition, "United Russia" implements the "Political Factory" project, which has become a powerful social lift for many young leaders, opening the way for them into real politics, municipal and state service, and party structures. For his part, Dmitry Chernyshenko thanked "United Russia" for supporting socially significant changes in the field of child support and youth development: with the direct participation of the party, a new national project "Youth and Children" has been launched — it includes almost all measures to support young people. "United Russia," together with the government, has laid a solid foundation in the field of education. We have ensured the availability of places in kindergartens for children aged 3 to 7. Over the past 5-6 years, more than a million new places have been created in schools. The flagship program of capital repairs, initiated by "United Russia" and supported by the President, has become key. Within the framework of the program, more than 6,500 schools have already been renovated," he reported. Speaking about the support of "United Russia" for the "Professionalism" program, Dmitry Chernyshenko emphasized that this is one of the most successful projects that demonstrates real results. According to him, the party has achieved an increase in funding for the program from the federal budget and allocated additional funds for the creation of another 20 clusters across 11 industries. "By the end of 2030, 100% of colleges in Russia will transition to 'Professionalism.' We have indeed managed to raise the prestige of working specialties that are so needed by the country. Last year, applicants submitted a record number of applications (for college education — editor's note) — almost 4 million. It is very important that with the help of the party, we have legally enshrined the role of the employer in 'Professionalism' as an equal participant in the educational process," said the Deputy Prime Minister. He also added that "United Russia" has essentially become one of the main volunteer centers in the country: activists of the "Young Guard of United Russia," volunteer members have been acting on the "ground" since the first days of the special military operation, processing thousands of applications, including from the families of fighters, collecting and sending tons of humanitarian cargo to Donbass and Novorossiya. According to him, first of all, attention should be paid to fighters returning from the front, helping their families, supporting young families, and working with at-risk teenagers. "And here the government relies on 'United Russia' as the main partner, since the party is not only the author of laws but also the most important tool for quality control on the ground. And the most important thing for us is a reliable channel of feedback from citizens," concluded the Deputy Prime Minister. The forum traditionally featured six thematic round tables. Their participants proposed creating spaces for youth self-realization in every city, introducing a special legal regime in student campuses similar to free economic zones, and strengthening feedback with the authorities. In the field of education, it is also necessary to build at least 100 new kindergartens and carry out major repairs on more than 2,200 preschool institutions in regions with a shortage of places, construct at least 150 new school buildings in subjects with the greatest need for educational places. A proposal was made to introduce a moratorium on excessive workloads for students and teachers. A separate initiative concerned the creation of new laboratories under the guidance of young researchers and increasing the number of advanced engineering schools to 100 by 2030. It is important to launch a federal program for training guides with combat experience for work on military-historical routes, introduce practical classes on information security, increase the prestige of the GTO complex, develop infrastructure in rural areas, and attract young specialists: similarly to the "Earth Teacher," launch the "Earth Coach" program, and introduce an honorary status of "Sports Family of Russia."
In addition, the development of tourist infrastructure in protected areas was proposed to be included in the new People's Program. To do this, it is necessary to support investment projects for the construction of hotels, water parks, ski resorts, and wellness complexes, as well as increase the number of tourist routes across regions, including patriotic ones — visiting places of military glory. The new People's Program is not a formal document, but a concrete action plan that the party is preparing together with the people, emphasized Vladimir Yakushev. "A strong, honest People's Program created together with youth is our main argument in the elections to the State Duma," he is confident. The Secretary of the General Council of the party assured that "United Russia" always keeps its word, fulfills its obligations — and people know this. "People see the result — it exists! 'United Russia' will once again justify their trust. Together we will definitely win!" concluded Vladimir Yakushev. The Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Igor Komarov, expressed confidence that the forum of the "United Russia" party in Nizhny Novgorod will make a significant contribution to the development of the Volga Federal District, and the proposals developed will be implemented. "The ideas of the people's program of 'United Russia' have become one of the tools for achieving the goals of national projects — this is a clear plan for the development of our country, which is being implemented at the initiative of President Vladimir Putin. It is important that the projects rely on real support from citizens.
