Nizhny Novgorod employers want to be fined for refusing quotas to participants of the Special Military Operation.

      March 27, 2026 09:30 Economy In the Legislative Assembly of the Nizhny Novgorod Region, an initiative has been developed to introduce fines for employers who do not comply with the requirements for the employment of participants in the special military operation (SMO). The bill was prepared by the faction of the "United Russia" party. The document is undergoing public consultations, which will last until April 24. The regional law on the quota of jobs for participants in the special operation has been in effect since spring 2026 (the regional legislative assembly approved amendments to the regional law "On Job Quotas" in December 2025). According to it, companies in the Nizhny Novgorod Region with more than 100 employees are required to reserve at least 1% of jobs for SMO participants. Administrative responsibility is proposed for non-compliance with this norm. For officials, the fine may range from 10,000 to 15,000 rubles, and for legal entities — from 20,000 to 50,000 rubles. The powers to draw up protocols are planned to be granted to officials of the Ministry of Demography and Human Capital Development of the Nizhny Novgorod Region.
