The lawyer noted that residents of apartment buildings have the right to housing with a normal environment free from tobacco smoke and its consequences.

      Pachuliya explained that smoking in one's apartment is not prohibited by law, but the use of housing should not violate the rights of other people. The Supreme Court of the Russian Federation in ruling No. 67-KG17-16 stated: the owner has the right to smoke in their apartment, but in such a way that tobacco smoke does not leave its boundaries and does not reach the neighbors.
