Nizhny Novgorod Region is a leader in the number of large families covered by social contracts.
March 23, 2026 15:45 Society Since 2025, large families have received priority rights to conclude social contracts. By the end of the year, their share among all recipients of this support measure amounted to 22% — more than 52,000 families, reported the First Deputy Minister of Labor and Social Protection of the Russian Federation, Olga Batalina, at parliamentary hearings in the State Duma dedicated to the implementation of state policy regarding large families. According to Batalina, one of the leaders in utilizing this support measure has been the Nizhny Novgorod region. Here, large families account for more than half of all concluded social contracts — 51%. High figures have also been recorded in Yakutia, Chechnya, and Dagestan. A social contract represents a non-repayable measure of state support for citizens and low-income families with income below the subsistence minimum. It can be arranged by self-employed individuals, individual entrepreneurs, officially employed persons, students, and the unemployed. Within the framework of the social contract, subsidies are provided, in particular for starting a business — up to 350,000 rubles, for maintaining a personal subsidiary farm — up to 200,000 rubles, and for education — up to 30,000 rubles.
